The Paveway program office, part of Raytheon’s Air & Space Defense Systems (ASDS) Business Unit, is seeking a highly motivated Senior Proposal Manager to direct and oversee the overall proposal management activities for the Paveway portfolio, with special focus on the production requirements. In this role, you will report to the Paveway Production Business Manager and be responsible for ensuring all aspects of the proposal requirements are met. This role necessitates close coordination with key stakeholders including Estimating and Pricing (E&P), the Paveway Program Management Office (PMO), Engineering, Contracts, Supply Chain, and other key functional organizations.
This is an onsite position located at our Tucson, AZ facility. Relocation assistance is not available.
What You Will Do
Execute timely development, analysis and completion of proposals through collaboration with functions across the business.
Ensure proposals meet quality, schedule, and affordability targets for the benefit Raytheon and our customers.
Develop and champion innovative methodologies to drive faster and more efficient contract awards.
Direct and oversee coordination of proposal evaluation notices, fact-finding questions, and/or final proposal revisions with senior leadership.
Lead proposal kickoffs and Submit Gate, mentoring proposal team members on role delegation, responsibilities, and decision-making at the lowest responsible level.
Work with Requirements and Capabilities to develop and manage proposal budgets.
Coordinate staffing on proposals, working as designated proposal lead and prioritize proposals to ensure timely delivery and “manage pre‑RFPs” to meet needs as appropriate.
Leverage networks and opportunities with internal and external stakeholders to shape requirements.
Emphasize compliance with export/import regulations, the U.S. Foreign Corrupt Practices Act, and equivalent export control and business ethics regulations of foreign customers and partners.
Travel as needed per the demand of the customer.

SBU & SSBU organizational structure, responsibilities amongst the programs and the functional areas, and deliverables.
Qualifications You Must Have
Typically requires a University Degree or equivalent experience and a minimum of 10 years prior relevant experience, or an advanced degree in a related field and a minimum of 7 years’ experience.
Experience in proposal and/or contracts management, including FMS and DCS.
Experience with the DoD acquisition process.
Active and transferable U.S. government issued SECRET security clearance is required prior to start date with the ability to obtain special program access prior to start.
Qualifications We Prefer
Prior experience working in functions such as Supply Chain, Production, Estimating, Capture Management, Finance or Project Management, R&O Process.
Experience managing cost, schedule and performance in a deadline‑driven environment.
Experience with offsets, industrial participation and bonds.
Experience with writing and/or reviewing BOEs.
