Utilities Superintendent
Coordinates and directs the activities of the Utilities Division within the Public Works Department.
Examples of Duties
Performs technical and supervisory work directing the activities of staff in a variety of water and sewer programs, including repair, maintenance, and operation.
Schedules work, directs staff, and inspects work in progress.
Ensures the division complies with all legal and regulatory requirements, as well as applicable ordinances and standards.
Supervises the day‑to‑day operations and maintenance of infrastructure, including water towers, pump stations, and all pipeline systems.
Manages division budget, secures funding, and oversees expenditures for utility operations and projects.
Ensures uninterrupted service delivery and addresses outages or system failures promptly.
Establishes safety protocols and provides staff with updates regarding requirements and standards.
Coordinates the response during natural disasters and system failures to restore services quickly and mitigate further disruptions.
Oversees emergency utility projects and procures contractor/vendor services as needed.
Assists the Director of Public Works with developing plans to maintain and expand utility infrastructure to meet the City’s needs.
Oversees the operations of the City’s recycling center.
Prepares and submits reporting documentation as needed.
Assists the Director of Public Works in anticipating future demand and plans infrastructure upgrades to accommodate City growth and redevelopment along with replacement of aging infrastructure.
Ensures residents and businesses receive reliable utility services and handles customer complaints or concerns regarding service quality.
Other duties as assigned.
Education & Experience
Two years of college or Associate’s Degree with at least ten years directly related professional and supervisory experience or,
A Bachelor’s Degree with at least six years directly related professional and supervisory experience or,
Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Must possess or obtain a Virginia Commercial Driver’s License (Class B or higher) and maintain an active Virginia Commercial Driver’s License during the course of employment.
Virginia Waterworks Operations License (Class V or higher) is desirable; may be required to obtain additional certifications in related specialties as determined by the Director of Public Works.
Knowledge of water/utilities infrastructure, functions and related equipment and parts; methods, materials, tools, and equipment used in the maintenance and repair of water distributions systems and related public works structures.
Knowledge of applicable Federal, State, and local laws, regulatory codes, ordinances, acts, and procedures relevant to assigned area of responsibility.
Must have strong leadership, supervisory, organizational, communication (oral and written), and presentation skills; must have a clear and open communication style.
Knowledge of the principles and practices of employee supervision, including work planning, assignment, review and evaluation, and the training of staff in work procedures.
Ability to build strong working relationships within and across departments, with the City’s Management team, the Mayor and City Council, other City officials, citizens, and the community.
Physical Demands & Work Environment The work requires physical exertion such as walking over rough or difficult terrain; recurring standing, stooping, climbing or walking; recurring lifting of moderately heavy items weighing between 25 and 75 pounds and may require the occasional lifting of objects weighing in excess of 74 pounds. The work may require specific physical characteristics and abilities such as heightened strength, mobility, and dexterity. The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress that require a range of safety and other precautions.
