Job Summary The System Facilities Director will establish programs for the preventive maintenance and care of the hospital campus buildings, grounds, and equipment. The System Facilities Director will also establish quality assurance and safety programs in collaboration with Quality and Risk Management personnel, as well as department budgets, capital planning and staffing requirements. Responsibilities will include reviewing department practices and protocols, effecting change as needed and proactively reviewing all building systems as required. Will oversee the functions of physical plant operations, internal construction projects, grounds maintenance and other equipment needs for all Pipeline Health hospitals. Will foster a safe and healthy campus environment. The position is also responsible for managing and leading hospital-based renovation and/or building projects as needed; develop and maintain attractive, functional, and efficient facilities. The position will be relied on to ensure that all regulatory requirements are met as required by local and national regulatory bodies. Actively and consistently contributes to department operations and communications, behaves in a manner consistent with the mission, vision, and values of Pipeline Health.

Essential Functions

Works collaboratively to manage all facility, construction and plant operations functions and other areas of responsibility.

Ability to effectively manage multiple tasks, delegate, and be accountable for work assigned to staff, vendors and contractors.

Serves as project manager responsible for managing and coordinating multiple and/or complex California Department of Healthcare Access and Information (HCAI) and non HCAI construction and facilities improvement projects through all phases including programming, planning, design, bidding, pre-construction, occupancy, and closeout for four hospital campuses.

Ensure 100% compliance with all federal, state, and local regulations, including those set by HCAI, The Joint Commission (TJC), or other accrediting bodies, CMS, EPA, OSHA, and local fire codes.

Serve as the primary point of contact and subject matter expert for all regulatory surveys related to the Environment of Care (EOC), Life Safety, Utilities Management and Emergency Preparedness.

Oversee the development and execution of the system-wide Life Safety Management Program, including fire drills, system testing, and documentation.

Develops, interprets, communicates, and executes capital project plans.

Analyzes space and logistical requests, establishes operational objectives, and provides direction for project staff.

Ensures that the design, processes, and specifications align with each hospital’s needs and goals and monitors expenditures and schedules.

Incumbent will be self-starter, working with minimal supervision, who possesses the ability to make decisions when circumstances warrant such action, to remain calm during emergencies, and to deal tactfully with contractors, staff and public.

Lead, mentor, and evaluate the facilities management teams (Directors, Managers, Supervisors, and Technicians) at each hospital.

Standardize job duties, training, and performance metrics for facilities staff across the system.

Manage vendor and contractor relationships, negotiating system-wide service contracts to ensure cost-effectiveness and high quality of work.

Proven effective leadership, written, oral and interpersonal communication skills required.

Provides financial leadership to ensure achievement of monthly and annual budget goals along with project budgets.

Responsible for project management oversight of construction and improvement projects.

Functions as a technical resource person for the operations of facility systems to include maintenance, construction plant operations, security, emergency preparedness, safety, building automation and clinical engineering.

Organizes facilities short and long-term capital improvement process, planning and projects.

Develops and implements relevant policies and best practices for areas of responsibility to support innovative, cost effective, and highly differentiated delivery of services.

Possesses good working knowledge of utility systems (HVAC, plumbing, electrical, fire & life safety, etc.) and building infrastructure.

Performs essential role in accordance with hospital policies and procedures, regulatory standards and fulfills other job duties as requested within scope.

Effectively manage financial resources within the area(s) of responsibility including capital and departmental budgets, labor management, productivity, supplies, and other resources.

Ensures optimal provision of services through sound personnel management.

Demonstrates leadership skills including the ability to plan, prioritize, organize, analyze, execute on multiple tasks and in collaboration with other hospital departments, providing direction and setting expectations consistent with the goals of the organization.

Uses clear, concise, professional communication with coworkers, patients, all customers internal and external.

Uses AIDET in interactions with patients and family members.

Acts with a sense of urgency when performing tasks.

Basic unit/department maintenance such as keeping files, drawers, cabinets free from unnecessary clutter.

Reports on any equipment and or environmental issues for repair.

Abides by HIPAA (Health Insurance Portability and Accountability Act) regulations.

Promotes a culture of safety and ensures potential safety events are escalated if necessary.

Completes and attends monthly training assigned.

Qualifications/Experience

Minimum of ten (10) years of facility maintenance, plant operations, construction experience with 5 years of management experience in a hospital setting.

Working knowledge of Central Energy Plant, Emergency Power Systems and Medical Gas Systems; Knowledge of TJC, ACHC, Life Safety, NFPA, AIA and other accrediting agencies.

Proven experience with at least two (2) successful Joint Commission surveys.

Ability to clearly write such material as reports and analyses, read and interpret complex written materials, and solve complex problems logically and systematically.

Critical thinking, service excellence and good interpersonal communication skills, ability to read/comprehend written instructions, strong organizational skills, ability to follow verbal instructions, and PC (computer) skills.

A capacity to learn, synthesize, make critical judgments, work independently, place patients and families first, and collaborate with the team members who are recognized leaders within health care.

Education

Bachelors or better in Architecture.

Bachelors or better in Business Administration.

Bachelors or better in Construction Management Services.

Bachelors or better in Health Administration.

Preferred Education

Masters or better.

Experience

Valid state driver's license, with no major traffic violations, moving violations or accidents, required. DMV Minimum Liability Insurance, required.
