Job Description And Duties Under the administrative direction of the Chief Information Officer (CIO), the Technical Solutions Bureau (TSB) Director provides executive leadership across the bureau’s Software Development Life Cycle (SDLC) portfolio, overseeing how enterprise technology solutions are designed, developed, tested, and delivered throughout FTB. The Director provides strategic leadership over solution delivery—development, testing, and release—to support modernization, security, and continuous improvement, and advances modern operating models, including DevSecOps practices, to enhance delivery speed, reliability, and consistency across TSD. The TSB Director leads long‑term technology planning, promotes disciplined lifecycle management, and strengthens standard processes and toolsets to ensure systems remain reliable, scalable, and aligned with statewide standards and mandates. Working collaboratively with business partners, TSD bureaus, governance bodies, and statewide stakeholders, the Director ensures that technology solutions support evolving business needs and contribute to FTB’s mission. As a member of the Executive Management Team, the TSB Director contributes to enterprise governance, policy development, and strategic direction, offering authoritative guidance on solution delivery, technical standards, risk, compliance, and innovation. Desirable Qualifications Ability to influence others toward a common goal, building consensus and getting buy‑in from others on plans and proposals, including enlisting third‑party support. Knowledge of IT infrastructure, including networks, hardware, software, storage, cybersecurity, privacy standards, and application development methodologies. Ability to engage staff in a collaborative way to empower them and create a positive work environment and increase productivity. Skill to evaluate emerging technologies, conduct cost‑benefit analyses, and oversee procurement and contracting processes for IT solutions. Ability to identify, assess, and mitigate risks related to IT projects, ensuring compliance with state and federal regulations, security standards, and data privacy requirements. Ability to set strategic vision, execute complex initiatives, ensure system reliability and cybersecurity, drive adoption of cloud‑based platforms, and lead multi‑disciplinary teams through large‑scale digital transformation efforts in a regulated or public sector environment. Skill to lead enterprise‑scale IT modernization initiatives, including legacy system replacement, cloud migration, and digital transformation strategies. Ability to provide strategic leadership in adopting and institutionalizing Agile and DevSecOps frameworks across the enterprise; ensuring delivery practices integrate security, quality, and continuous improvement; and guiding teams and vendors to achieve timely, transparent, and reliable outcomes aligned with State priorities. #J-18808-Ljbffr
