Deputy Director Of It

The Deputy Director of IT is a core leader for the Centers for Medicare and Medicaid (CMS) contract at SERCO. This role provides critical IT leadership for IT operations, Service Delivery, and AGILE program management and interfaces with Application Development, test and other teams in an AWS cloud environment while developing and maintaining the systems for one of the largest contracts in SERCO North America. Key responsibilities include overseeing the full life-cycle of application development and delivery of complex product portfolios, incorporating new technologies to increase performance and reduce operational costs. The ideal candidate fosters a culture of collaboration and transparency to develop a sense of purpose among their team members. Key Responsibilities: Executive Oversight: Lead and scale IT operations, Agile program management and Service Delivery organizations, ensuring strategic alignment with CMS and Serco priorities. Strategic IT Leadership: Serve as a principal IT advisor to the IT Director, senior stakeholders, internal partners and the customer, guiding technology investments, architecture decisions and project implementation. Enterprise Alignment: Integrate IT strategy with organizational goals and program level goals, driving measurable improvements in service delivery, compliance and customer satisfaction Agile Transformation: Further institutionalize Agile framework and SAFe methodologies to accelerate delivery, improve responsiveness, and foster continuous improvement across teams Portfolio Management: Oversee the full life-cycle of CMS application development, from design and development to deployment and optimization Budget Management: Create time and cost estimates for the implementation of new or revised application systems to meet the current needs of the organization Stakeholder Engagement: Build trusted relationships with CMS, internal Serco leadership, cybersecurity, architecture and product teams to ensure transparency and shared success. Support the IT operations, Service Delivery and Agile requirements of other programs as directed Qualifications: Bachelor's degree in computer science, information technology, or a related field (A comparable combination of education, work experience, and training may be substituted for education requirements) Minimum 8 years of enterprise IT operational or development experience, including management experience of 50+ person organizations Expert ability to manage application development at scale, employing SAFe (Scaled Agile) and other appropriate methodologies Experience developing and supporting mission-critical applications optimized to run in the cloud and virtualized environments Extensive knowledge and understanding of Government contracting and regulatory compliance (preferably in the healthcare environment) necessary to successfully perform job responsibilities Excellent organization, prioritization, analytical, and problem-solving skills to effectively manage areas of responsibility and attain goals in a fast-paced environment Excellent written, verbal, and interpersonal communication skills to interact effectively with members, staff, vendors, government regulators, and senior executive leadership Ability to negotiate, influence, and reach satisfactory results in a team environment.
