Salary Range:

$81k to $155k, midpoint $108k. New hires typically receive between minimum and midpoint.

General Purpose The Senior Business Analyst – Business Transformation serves as a strategic partner to a large public transit agency’s mega program focused on transforming enterprise resource planning (ERP) and enterprise asset management (EAM) systems, capabilities, and processes. This role supports complex business analysis efforts to ensure solutions align with enterprise business architecture, organizational goals, and future‑state operating models. Working closely with business owners, technical teams, and program leadership, the Senior Business Analyst – Business Transformation translates organizational needs into well‑structured requirements, business process designs, and decision‑ready recommendations. The role also supports the establishment and maintenance of enterprise architecture artifacts that guide long‑term planning and integration across domains.

Essential Functions

Collaborates with program leadership, working groups, and external system integration partners to support complex business analysis activities for ERP and EAM replacement and transformation initiatives, including current‑state assessments, future‑state process design, and gap analysis.

Partners with cross‑functional enterprise business architecture teams to develop and maintain business capability maps, value streams, information models, and cross‑domain process architectures.

Facilitates workshops, interviews, and collaborative design sessions with stakeholders across agencywide departments and divisions.

Supports development of clear, complete, and traceable business requirements, functional specifications, and user stories to support solution design and delivery.

Analyzes impacts of system and process changes on people, policy, data, and downstream systems, providing evidence‑based recommendations for mitigation and sequencing.

Supports readiness, adoption, and organizational change management efforts by clarifying business impacts, validating process changes, and ensuring stakeholder alignment.

Contributes to governance processes by preparing decision packages, options analyses, cost‑benefit summaries, and architectural alignment assessments.

Works closely with project managers, solution architects, and system integrators throughout the system development life cycle to ensure solutions meet business objectives.

Develops and maintains enterprise business architecture documentation and ensures business processes are consistently cataloged, version‑controlled, and governed.

Supports testing cycles by validating requirements, reviewing test cases, addressing defects, and confirming readiness for deployment.

Crafts and delivers executive‑level proposals and recommendations, translating complex analysis into clear, actionable insights for diverse stakeholder groups.

Builds and maintains strong, collaborative relationships across the Agency and with external partners, enabling seamless data sharing, operational alignment, and joint problem solving to support regional and interagency initiatives.

Minimum Qualifications Education and Experience:

Bachelor’s Degree in Business Administration, Public Administration, Information Systems, Computer Science, or a closely related field. Four years of experience in business process analysis and improvement; or an equivalent combination of education and experience.

Required Knowledge and Skills

Advanced knowledge of business analysis practices, including requirements elicitation, process modeling (e.g., BPMN), data flow analysis, and traceability management.

Strong understanding of enterprise business architecture concepts such as capability modeling, value streams, information modeling, and process architecture.

Expertise supporting complex ERP and/or EAM implementations.

Skilled in analyzing cross‑functional business processes in areas such as finance, procurement, maintenance, operations, human resources, or capital project delivery.

Ability to communicate complex ideas clearly and facilitate alignment among diverse stakeholders.

Proficiency with business analysis and architecture tools.

Strong analytical, problem‑solving, and critical‑thinking abilities.

Ability to work in a large, matrixed environment with competing priorities and high levels of ambiguity.

Sound judgment, high level of confidentiality, and the ability to elevate issues when necessary.

Establishing and maintaining effective working relationships with personnel across the agency and with partner agencies.

Strong attention to detail.

Strong written, verbal, and presentation skills.

Preferred Knowledge and Skills

Experience working in or supporting a public transit agency, public sector organization, or large asset‑intensive enterprise.

Familiarity with enterprise architecture frameworks or business architecture standards.

Experience with organizational change management practices, including stakeholder engagement, impact analysis, and readiness planning.

Understanding of data governance, data lineage, and master data management principles.

Physical Demands / Work Environment

Work performed in a standard hybrid office environment.

Subject to standing, walking, bending, reaching, stooping, and lifting objects up to 25 pounds.
