Overview PTS Advance is seeking an

Estimator

to develop detailed and competitive cost estimates for utility and infrastructure projects. This role requires strong analytical skills and the ability to interpret technical documents, drawings, and bid packages to support accurate project bidding and execution.

Key Responsibilities

Review RFPs, RFQs, drawings, and specifications to define project scope

Prepare detailed cost estimates for labor, materials, equipment, and subcontractors

Perform quantity take-offs using tools such as

Bluebeam

Solicit and evaluate subcontractor/vendor pricing

Identify cost risks and develop mitigation strategies

Develop bid proposals, clarifications, and supporting documentation

Build and maintain cost databases and historical pricing records

Support preconstruction planning and conceptual budgeting

Participate in pre-bid meetings and site walks

Collaborate with project managers, engineers, and procurement teams

Assist with estimate handoff to project teams post-award

Ensure compliance with company standards and client requirements

Qualifications

Bachelor’s degree in Construction Management, Engineering, or related field (or equivalent experience)

5+ years of estimating experience in utility, electrical, or infrastructure projects

Strong knowledge of construction methods and industry standards

Proficiency in

Excel ,

Bluebeam , and estimating software (e.g., Accubid, Trimble, ConEst)

Ability to interpret technical drawings and specifications

Strong organizational, analytical, and communication skills

Ability to manage multiple bids and meet tight deadlines

Preferred Qualifications

Experience with electrical estimating (substations, data centers, or industrial projects)

Familiarity with government or utility contracts

Knowledge of FAR or public sector bidding processes

Professional certifications such as

CPE

or

PMP

OSHA certification

Primarily office-based with occasional site visits

Ability to work on a computer for extended periods

Occasional lifting of light materials (up to ~20 lbs)
