The HR Director provides leadership for human resources policies, programs, and initiatives, ensuring compliance with HUD requirements and all applicable federal, state, and local employment laws. Work involves setting HR strategy, advising executive leadership, and overseeing employee relations, labor relations, compensation, benefits, training, and HR systems. All activities must support mission, strategic goals, and objectives.

Essential Functions To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Other HR-related duties may be assigned as needed.

Assumes overall responsibility for the Authority's human resources programs, services, and activities, including employee relations, labor relations, compensation, benefits, training, and HR systems.

Manages the administration of Agency human resources policies and programs in compliance with HUD regulations and applicable federal, state, and local employment laws.

Serves as advisor to executive leadership and department heads on workforce planning, organizational effectiveness, change management, and employee relations matters.

Oversees employee and labor relations activities, including performance management, discipline, grievances, and interpretation of collective bargaining agreements, as applicable.

Provides oversight of compensation programs, job classification, salary administration, and compensation studies to ensure internal equity, market alignment, and regulatory compliance.

Oversees employee benefits and total rewards programs, ensuring compliance with applicable laws and effective communication to employees.

Education and Experience

Bachelor's degree in human resources, public administration, business administration, or a related field required. Master's degree preferred.

Minimum of seven (7) years of progressively responsible experience in senior-level human resources leadership, preferably within a public sector or housing authority environment. An equivalent combination of education and experience may be considered.
