
PARALEGAL SPECIALIST.

Responsibilities
Conduct research into cases, provide legal advice, and offer administrative support in matters of military justice, including pretrial and post‑trial prisoner matters.
Review and analyze facts, issues, service records, performance evaluations, applicable policies, compile documents, conduct interviews, and make recommendations for disposition.
Research, evaluate, and make recommendations in the area of enlisted administrative separations of service members deemed unable to fulfill their enlistment due to a variety of reasons.
Receive/evaluate information from Legal Assistance clients (command members and prisoners) concerning legal assistance issues and handle routine and emergency matters that do not require advice of an attorney.
Act as a liaison and coordinate with Trial Service Office (TSO) on presence of witnesses and accused personnel for interviews.
Act as the designated PII (Personally Identifiable Information) Manager responsible for conducting spot checks of staff offices, shared drives and common spaces to ensure staff safeguard PII.
Requirements (Conditions of Employment)
Must be a U.S. Citizen.
Must be determined suitable for federal employment.
Must participate in the direct deposit pay program.
New employees to the Department of the Navy will be required to successfully pass the E‑Verify employment verification check.
Current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
Award of security clearance prior to entrance on duty.
Successful completion of a pre‑appointment physical examination.
Completion of required training, obtain, and maintain a government credit card for travel and travel‑related purchases.
Annual tuberculosis and blood‑borne pathogen testing required.
Criminal records check required.
Qualifications
At least one year of specialized experience at or equivalent to the GS‑09 grade level or pay band in the Federal service, or equivalent experience in the private or public sector.
Experience must include: Managing the Sex Offender Notification Registration Program; Reviewing all prisoner records upon arrival to ascertain victims/witnesses and enrolling them in the program; Preparing monthly and annual reports for management.
Education (if lacking specialized experience)
A Ph.D. or equivalent doctoral degree.
Or 3 full years of progressively higher level graduate education leading to such a degree.
Or LL.M., if related.
