Position Description The Director (Starbase) will ensure that program activities operate within the policies and procedures of the organization. They will confirm that program implementation complies with professional standards and all DODI/CA requirements. The Director will develop an annual budget and operating plan to support the program, monitor and approve all budgeted program expenditures, and manage all funds according to established accounting policies, procedures, and the Cooperative Agreement. They will maintain accurate and complete program and personnel records as required by DOD STARBAE, LANG Educational Programs, LA State Military Department (LMD), and public/private schools.
Key responsibilities include:
Selecting, ordering, and storing classroom equipment, materials, and supplies.
Implementing the Performance Evaluation Reporting System (PERS) for all program staff.
Developing new initiatives to support the strategic direction of the organization.
Adapting teaching methods, instructional materials, and evaluation tools to meet students’ varying needs and interests.
Creating forms and records to document program activities, verify compliance, and document achievements.
Planning and conducting activities for a program of instruction, demonstration, and work time that provides students with opportunities to observe, question, and investigate.
Guiding and counseling students with adjustment and/or academic problems or special academic interests.
Planning the delivery of the overall program and its activities in accordance with the vision, mission, and program goals.
Establishing clear objectives and expectations for staff and students.
Preparing and updating materials and outlines for courses of study, following DOD curriculum guidelines and/or requirements.
Utilizing STARBASE Technology/Software, computers, audiovisual aids, and other equipment and materials to supplement presentations.
Maintaining a classroom environment conducive to learning.
Visiting schools to meet educational staff and brief students on STARBASE experience.
Establishing and enforcing STARBASE policies and procedures for maintaining behavior and order.
Attending professional meetings, educational conferences, and training workshops to maintain and improve professional competence.
Ensuring all staff members receive orientation and appropriate training.
Consulting with teachers, co‑workers, school support staff, and administrators to resolve behavioral and academic concerns.
Interviewing and selecting well‑qualified program staff in consultation with the Educational Programs Director.
Implementing human resources policies, procedures, and practices.
Supporting staff members in the instructional process.
Performing additional duties as assigned.
Position Qualifications Bachelor’s Degree in Human Relations Area – Education preferred.
Valid Louisiana Teaching Certificate, with Alternative Certification accepted.
Two years teaching experience – Science, Math, or Technology area preferred.
Master’s Degree in the area of responsibility or related field preferred.
Technology use and understanding as outlined by the International Society for Technology in Education (ISTE).
Knowledge of human resources functions.
Ability to build and lead cohesive, successful teams.
Excellent communication skills (verbal and written).
Exemplary people skills.
General Requirements
Must have a valid Driver’s License, Social Security Card, and Birth Certificate.
Must be available to report to duty during emergency or disaster situations for extended hours over an extended period of time; other periodic travel may be required.
Must meet physical requirements to perform functions of the position.
Must attend/complete all Louisiana Military Department (LMD) annual training and other training required for the position.
Must adhere to the Code of Ethics and foster a Sexual Harassment‑Free Environment.
Conditions of Employment
All LMD positions require in‑office attendance. This is not a remote position.
Salary is paid by Electronic Funds Transfer (EFT) / Direct Deposit Only. A checking or savings account is required.
Applicants requiring computer/email access must qualify to obtain a Department of Defense Common Access Card (CAC) and maintain eligibility.
LMD is a substance‑abuse and drug‑free workplace. The selected applicant must pass a pre‑employment background investigation and pre‑employment drug test; thereafter, all employees are subject to random drug testing.
To become an employee of the LMD you must be a current member of the Louisiana National Guard or eligible for membership in the Louisiana State Guard.
