Summary The Assistant Airport Director provides operational leadership and administrative support for airport functions, ensuring effective implementation of the Airport Director’s strategic direction while supporting organizational planning and decision‑making. Essential Job Functions
Supports the Airport Director in implementing departmental strategic plans, policies, and operational objectives, coordinates and monitors progress of assigned programs and initiatives.
Oversees day‑to‑day airport operations including airfield, terminal, and landside activities to ensure compliance with applicable federal, state, and local regulations, including FAA Part 139 requirements.
Supervises, directs, and evaluates assigned staff; coordinates work assignments, ensures training, certifications, and performance expectations are met.
Assists in the development and monitoring of the airport budget; provides recommendations for operational efficiencies and resource allocation.
Ensures effective coordination between operations and maintenance functions, supporting managers in prioritization, resource allocation, and issue resolution.
Assists in the administration of airport leases, contracts, and agreements; monitors compliance and supports enforcement in coordination with the Airport Director.
Serves as liaison with tenants, airlines, contractors, consultants, and stakeholders to support daily operations and resolve issues in a timely and professional manner.
Supports the Airport Director in oversight of capital improvement projects by coordinating internal stakeholders, monitoring progress, and ensuring operational impacts are managed.
Assists in the preparation of reports, studies, and documentation related to airport operations, regulatory compliance, and strategic initiatives, ensuring accuracy, completeness, and attention to detail.
Supports air service development efforts, tenant retention, and business development initiatives through data collection, coordination, and stakeholder engagement.
Assists in maintaining and enforcing airport rules, regulations, and minimum standards.
Participates in emergency response and incident management; may serve in a leadership role during operational events as assigned.
Ensures proper documentation and maintenance of training records and operational compliance requirements with a high degree of accuracy and organization.
Assists in the preparation and update of airport operational documents, manuals, and compliance programs.
Facilitates communication and coordination across all airport functional areas to ensure consistent execution of priorities, timely issue resolution, and alignment with the Airport Director’s strategic direction.
Maintains situational awareness of airfield and facility conditions to support operational decision‑making and resource prioritization.
Maintains the ability to perform Airport Operations Supervisor duties and support ARFF response as needed during emergencies or critical operational situations.
Operates airport equipment, including ARFF vehicles, and provides Aircraft Rescue and Firefighting support as required.
Acts on behalf of the Airport Director in their absence on operational and administrative matters as assigned.
Ensures ongoing compliance with all applicable local, state, and federal laws and regulations.
Must be able to exercise some independent judgement and critical thinking skills.
Perform all work duties and activities in accordance with City policies and procedures.
Be physically present in attendance at the worksite.
Perform other duties as assigned.

Required Education, Experience, and Licenses
Bachelor’s degree from an accredited university with a major in Business Administration, Public Administration, Airport Administration or related field. One year of experience may be substituted for one year of education.
Three (3) years progressively responsible experience in airport operations, management, or a related field, including supervisory responsibilities.
Valid North Dakota Commercial Driver’s License (CDL), or ability to obtain one within 180 days of employment; insurable under the City’s motor vehicle insurance policy.
Through in‑house training or through training arranged by the City of Williston, must be able to become certified in the following areas:
Airport snow removal operations – within 90 days of employment
NWS Certified Weather Observer – within 180 days of employment
Aircraft Rescue and Firefighting (ARFF) Certification – within 180 days of employment
Preferred Experience, Skills, and Qualifications
Four (4) years of supervisory/management experience at a Part 139 commercial non‑hub or larger airport preferred
Two (2) years of Aircraft Rescue and Firefighting (ARFF) experience preferred
Two (2) years of airport snow removal experience preferred
AAAE Certified Member (C.M.) preferred
Private Pilot Certification preferred

The position requires the use of non‑hazardous and hazardous chemicals, fuels, grease, degreasers, paint thinner, cleaning supplies, fuel, oils, lubricants, antifreeze, battery acid, solvents, office supplies, and other materials used in the maintenance of vehicles.
Physical Demands Standing in work areas, walking between work areas, and driving to various locations will be required. There will be a regular expectation to pull, push, reach, walk, stand, sit, crawl, kneel, bend and have the use of hands and fingers, use of both eyes for sight, including ability to distinguish color and distance, hearing, extensive use of arms and legs to climb on top of, under, in and around equipment and facilities; work in proximity and use of computer screens; verbally communicating, and moving objects. The employee must be able to physically move, lift, carry and manipulate up to 100 pounds.
Work Environment While this position is primarily located in an office setting, there will be work performed throughout the Williston Basin International Airport. The employee will work at all Airport facilities and is expected to keep work areas clean, safe, and functional. The employee frequently works in both indoor and outdoor environments. While performing the duties of this job, the employee frequently works near moving mechanical parts and is subject to vibration and may be exposed to fumes or airborne particles. Essential functions require maintaining condition necessary for sitting and standing for prolonged periods of time. The noise level in the work environment is moderate but can occasionally be loud.
Work Schedule This position typically works Monday – Friday 8AM – 5PM. There is an expectation of occasional work to be done outside the typical schedule (i.e., City of Williston City Commission meetings, Airshow, community events, weather events).
The employee may be required to work extended hours including evenings, weekends, and holidays.
Travel is expected and frequent.
Regular, predictable, and dependable attendance is required.
