Job Overview
The Community Development Director is responsible for professional, highly technical administrative work involving the direction of activities specific to planning and community development. The role plans, controls, integrates, and evaluates the work of the Building Officials, Inspections and Community Development Department staff; develops, implements, and monitors long-term plans and goals focused on achieving the Village’s mission; directs the development of and monitors performance against the annual department budget; manages and directs the development, implementation, and evaluation of plans, policies, systems, and procedures to achieve annual goals and objectives established by the Village Council. The position also oversees the planning and zoning functions which include current and long‑range planning, land use activities, water master planning, and comprehensive planning. Regular work hours are 8 a.m. to 5 p.m.; extended hours may be necessary, and the role must comply with schedules established by the Village Manager. Exempt from FLSA. Responsibilities
Assume full management responsibility for all Community Development Services and activities, including comprehensive plans, general planning and zoning codes, processing of land use applications, building and other permits, and coordination of economic development activities including inventory and population projections. Manage the development and implementation of the Department goals, objectives, policies, and priorities for each assigned service area. Establish, within Village policy, appropriate service and staffing levels; monitor and evaluate work methods and procedures; allocate resources; assess and monitor workload, administrative and support systems, internal reporting relationships; identify opportunities for improvement; direct and implement changes. Plan, direct, and coordinate the Department’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures, meet with management staff to identify and resolve problems. Select, train, motivate, and evaluate Department personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures; guide and develop employees in professional growth; oversee and resolve departmental problems; ensure efficient, equitable delivery of services. Oversee and participate in the development and administration of the Department budget; approve forecasts of funds needed for staffing, equipment, materials, and supplies; approve expenditures, purchase requisitions, and implement budgetary adjustments as appropriate; manage the adopted budget to ensure compliance with the Village’s annual financial plan. Assist, in concert with the Village Manager and other entities, in economic development activities; develop strategies to assist in business growth; negotiate development agreements. Collaborate and participate in meetings with Village Committees/Boards including the Watershed Committee and Parks and Recreation Commission. Assist Departments with the creation and development of Village projects that coincide with Village of Ruidoso Goals, ICIP, and Comprehensive Plan. Coordinate internal Development Review Committee and meetings. Responsible for Affordable/Workforce Housing activities and projects. Primary staff coordinator of the ICIP and Facilities Planning, which may include the Comprehensive Plan, Horton Complex, Park and Trail Planning, and property acquisition and disposals. Answer inquiries and assist the public and other agencies in matters relating to community development, planning and zoning, and other Village codes and regulations; resolve difficult and sensitive citizen inquiries and complaints; provide information and recommendations within scope of authority. Review development plans with residents, developers, and builders; develop recommendations, and summarize all issues for presentation to the Governing Body and Planning & Zoning Commission. Consult with developers, contractors, and the public on construction and land use issues, water rights, and provide information on planning and zoning requirements. Coordinate, participate, and sometimes lead meetings with government officials and community groups; direct and provide information to the Planning & Zoning Commission, the Village Manager, Deputy Village Manager, Governing Body, and other Village departments as needed. Develop, justify, and forecast Department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. Provide staff assistance and prepare reports to the Planning Commission, the Village Council, and the Village manager and related boards and commission; prepare agendas, staff reports and other necessary correspondence. Identify, pursue, and secure grant funding for the Village; collaborate with Village Management to match needs and goals with grant opportunities, raise awareness of grant opportunities, and encourage the use of grant‑funded programs and services. Provide technical and professional planning services to achieve consistent and controlled growth in the Village; assure project plans conform to Village goals and comply with local, state, and federal codes and regulations; draft, develop, and recommend planning, zoning, policies, ordinances, and resolutions; research planning issues and regulations, provide data on land use issues, permits, and related subjects; manage special projects; conduct research and analysis on plans, rules, and regulations. Review applications for zoning changes, subdivision development, annexation, site development, re‑plats, conditional use permits, variances, sign permits, development within the flood plain, subdivision and ordinance amendments, licenses for use and vacations of rights‑of‑way, process appeal of Planning Commission decisions, and appeals to Village Council. Coordinate with various regional government organizations, community groups, and state and federal agencies; attend public meetings and present information on regional planning issues. Responsible and coordinate with other staff on the preparation of updates to the Comprehensive Plan, including land inventory, population projections, build‑out projections, street layout, traffic projections, flood plain management, long‑range planning projects, ICIP, and land use assumptions. Advise and make recommendations in the development and update of the GIS system for the Village, to identify and map properties, property characteristics, roadways, utilities, and flood ways for assistance with future planning activities. Coordinate and communicate with subject matter experts to ensure verbiage is consistent with original intent. Maintain and develop relationships with community partners and potential funding entities. Be responsible for researching, writing, securing, monitoring, federal, state, local and grant proposals for the Village of Ruidoso. Manage the Village’s Infrastructure Capital Improvement Program and Capital Outlay Requests, and coordinate all activities related to planning, development, and monitoring of capital improvement projects. Review zoning for business license applications, home occupations, and certain zoning permits. Support and participate in strategic planning and related processes for the Village, including economic development planning. Prepare meeting notices in compliance with specified deadlines. Make presentations and recommendations to the Planning Commission and Village Council both in person and in writing. Maintain a high level of computer abilities and keep up with changing technology. Obtain National Flood Plain Manager certification within one year of hire. Complete personal timesheet accurately and timely; ensure time is reported based on actual time worked. Ensure computer is backed up once a month and adhere to IT policies in place by the Village of Ruidoso. Ensure any on‑the‑job injury is reported immediately and followed up with appropriate forms and actions. Reports any suspected fraud and/or abuse to the Village Manager or Deputy Village Manager. Ensure any reports of harassment are immediately reported and appropriate actions are taken. Attend meetings, trainings, and workshops as needed. Qualifications
Bachelor’s degree with 2 years’ experience in planning or a minimum of 4 years’ experience in municipal government, or an associate’s degree in a technical field with 4 years of planning or related experience and or a minimum of 5 years’ experience in municipal government or high school education and equivalent and 10 years’ experience in municipal or county government. Two years professional level municipal planning experience preferred. Five years’ experience as a supervisor and/or management position required. Certification by American Institute of Certified Planners (AICP) is preferred. Experience with ArcMap 10.4 and above (with preference for ArcGIS Pro) and knowledge of related GIS products including ArcGIS Online, Survey123 for ArcGIS, and Collector for ArcGIS. Must possess excellent communication, organizational skills and demonstrate personal computer operations within a Microsoft Windows environment, including Word, Excel, PowerPoint, and Outlook. Must be able to pass regular criminal history checks and must be willing to take and pass a drug/alcohol test and comply with agency “Drug Free” policy. Must possess and maintain a valid New Mexico motor vehicle operator’s permit of appropriate classification and endorsement as required. Must agree to maintain a satisfactory MVR and minimum requirement of insurability as required by law. MVR background checks will be conducted by the Village.

Ability to maintain physical condition and stamina appropriate to the performance of assigned duties, which may include sitting, standing, or walking for extended periods of time, driving or riding in vehicles. May require lifting boxes of supplies, equipment, and occasional adjustment of office furniture. Occasional pushing, pulling, lifting and/or moving up to twenty‑five pounds. Occasional squatting or bending required.
Work Environment
Ability to adapt to inclement weather conditions and/or situations. Ability to drive, occasionally long distances. May work a regular schedule Monday – Friday 8 a.m. – 5 p.m. with the exception of Village Council Meetings and Planning Commission Meetings that can extend into early evening. Field work is part of this position and may be in light to heavy construction areas. The noise level could be moderate to loud in work environment. Ability to work in a stressful environment and deal effectively with stress.
Travel Requirements
Limited travel – ability to travel for activities such as meetings, classes, and workshops in and out of the area. Must be able to travel by air as needed to attend training, conferences, and related activities. Overnight travel as required.
