The Career Renewal Program (CRP) Tribal Vocational Rehabilitation Counselor provides culturally responsive vocational rehabilitation services to eligible American Indian individuals with disabilities residing within the Tribe’s designated service area. In alignment with 34 CFR Part 371, the Rehabilitation Act of 1973 (as amended), and CRP Policy & Procedures, the Counselor partners with participants to identify strengths, reduce barriers, and achieve competitive integrated employment consistent with each individual’s informed choice. This position requires a trauma-informed, strengths-based, and culturally grounded approach to service delivery. The Counselor manages a professional caseload, ensures compliance with federal and Tribal regulations, and supports participants through the full vocational rehabilitation process from application through successful employment and case closure.
Essential Duties And Responsibilities Case Management & Service Delivery
Manage a professional caseload (up to 50 participants) in compliance with CRP policy and federal regulations.
Conduct intake interviews and determine eligibility in accordance with 34 CFR 371 criteria.
Complete comprehensive vocational assessments to evaluate strengths, limitations, transferable skills, and employment barriers.
Develop, implement, and monitor Individualized Plans for Employment (IPEs) in partnership with participants, ensuring informed choice and measurable employment outcomes.
Provide ongoing vocational counseling, guidance, and case coordination throughout the rehabilitation process.
Monitor participant progress, document services in AWARE (or designated case management system), and adjust IPEs as necessary.
Facilitate case closure in accordance with federal and Tribal policy.
Employment & Community Engagement
Support participants in achieving competitive integrated employment through:
Job readiness preparation
Employer engagement
Workplace accommodation coordination
Referral to training, education, or certification programs
Coordinate services with Tribal departments, educational institutions, healthcare providers, employers, and community partners.
Advocate for participant access to assistive technology, adaptive equipment, transportation supports, and other approved services.
Conduct outreach and recruitment activities within the Tribal community and service area.
Documentation & Compliance
Maintain accurate, timely, and audit-ready case documentation (electronic and hard file as required).
Submit financial authorizations, purchase orders, and service justifications in accordance with grant requirements and internal fiscal procedures.
Participate in internal file reviews, monitoring activities, and federal reporting processes (e.g., RSA performance measures).
Ensure strict adherence to confidentiality standards, HIPAA where applicable, Tribal policies, and CRP ethical guidelines.
Professional Development & Team Collaboration
Participate in case staffing meetings and interdisciplinary coordination.
Attend required and recommended training (e.g., TVR Institute, AIVRTTAC, CANAR, CRC coursework if applicable).
Remain current on federal VR regulations, disability rights legislation (ADA, Section 504), and culturally appropriate service practices.
Contribute to program improvement efforts and policy implementation.
Minimum Qualifications
Associate’s degree in Rehabilitation Counseling, Social Work, Counseling, Psychology, or related field
(Bachelor’s degree preferred)
Experience working with individuals with disabilities
Experience working within Tribal communities or underserved populations preferred
Proficiency in Microsoft Office; experience with case management software preferred
Valid driver’s license and ability to travel for training and community engagement
Preferred
Certified Rehabilitation Counselor (CRC) credential or willingness to pursue
Knowledge of Tribal Vocational Rehabilitation grant programs
Experience with federal grant compliance and documentation
