Position Overview The Maryland Department of Housing and Community Development (DHCD) is a national leader in the financing of affordable housing and revitalizing communities. This role focuses on advanced financial and risk analysis for the DHCD Division of Business Development (DBD), supporting small business owners and commercial real estate development throughout Maryland, including programs such as Neighborhood Business Works (NBW), State Small Business Credit Initiative (SSBCI), and other state and federal initiatives.

Position Duties Underwriting and risk assessment for DBD programs, including NBW loans and grants, credit enhancements, and SSBCI loans and investments.

Preparing risk analysis reports for management, auditors, and stakeholders, and monitoring fund disbursements to ensure compliance with applicable State and federal laws, regulations, and program policies.

Maintaining program databases and preparing internal reports, assisting with program administration, marketing, and outreach, and monitoring online applications and inquiries.

Providing technical expertise and supporting operational planning, and planning, assigning, reviewing, approving, and evaluating the work of Lending and Risk Analysts and related support staff.

Minimum Qualifications Education:

A bachelor’s degree from an accredited college or university in Finance, Business Administration, Accounting, or a related field.

Experience:

At least five years of professional financial/risk analysis experience in small businesses and/or commercial real estate. Experience should include analysis of financial statements, tax returns, budgets, real estate portfolios, real estate appraisals, environmental assessments and construction documents. One year of this experience must be in a lead or supervisory capacity.

Candidates may substitute additional experience in financial or risk analysis—specifically within small business or commercial real estate environments—for the required education on a year-for-year basis, for up to four years.

Qualifying experience includes analysis of financial statements, tax returns, budgets, real estate portfolios, appraisals, environmental assessments, and construction documentation.

Candidates may substitute additional graduate-level education from an accredited college or university in Finance, Business Administration, Architecture, Construction Management, Economics, Accounting or a related field for the required experience at a rate of 30 semester credit hours for each year of experience.

Candidates may substitute the possession of a Certified Public Accountant (CPA) certification or documented eligibility to sit for the CPA Examination for the required education.

Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting or Loan Officer Classifications, or as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience.

Desired or Preferred Qualifications

Direct experience conducting risk analysis for state or federal economic development programs, such as Neighborhood Business Works (NBW), SSBCI, SBA, or comparable programs.

Demonstrated experience maintaining program databases or loan management systems and producing regular financial or performance reports.

Experience ensuring State or federal compliance in loan, grant, or investment programs.
