JOB SUMMARY The Director of Water Quality & Environmental Services is responsible for personnel and equipment involved in activities related to watershed management, water quality monitoring, treatment plant operation, distribution system water quality including flushing and cross-connection control, and environmental regulatory compliance. As a Department head, the incumbent organizes, directs and administers department activities and formulates and implements operating policies and procedures within general administrative guidelines; performs other related work as required.

PRINCIPLE DUTIES & RESPONSIBILITIES

Manages the Company’s water quality and environmental compliance programs, including the water treatment plant operations, and acts as the chief technical expert in the field of water quality and environmental compliance.

Provides extensive liaison with representatives of various regulatory and government agencies as well as with business, industry, community groups, and the public.

Plans, organizes and coordinates comprehensive water treatment, distribution system water quality and environmental compliance programs; acts as the technical expert for the Company in the area of water quality and environmental compliance, and maintains liaison with and represents the Company in meetings with a variety of agencies and organizations.

Develops and recommends policies and procedures.

Coordinates water sampling and laboratory services.

Manages water quality monitoring programs for compliance with applicable federal and state regulations, comments upon proposed legislation and regulation.

Maintains records, and prepares written reports, budgets, and analyses as required.

EDUCATION & EXPERIENCE

Bachelor’s degree or equivalent in engineering, chemistry, biology or a closely related field.

Four years of administrative or managerial experience supervising professional staff in the field of water treatment, distribution, water quality, and environmental compliance.

An advanced degree and registration as a Professional Engineer are desirable.

REQUIRED KNOWLEDGE, SKILLS & ABILITIES

Extensive technical competency in water quality and environmental regulations; regulatory decision making; planning and budgeting; engineering principles and practices, including design and operation of water treatment, storage, and distribution facilities.

Water chemistry and microbiology principles, terminology, and testing procedures; and permitting for stormwater discharge, sewer discharge, air quality, hazardous materials, hazardous waste, and Endangered Species Act compliance.

Skill in planning, organizing, and coordinating programs and engineering and laboratory studies.

Developing and implementing effective policies and procedures, program and budget development and administration and employee supervision.

Excellent written and oral communication and administrative skills.
