About this position We are looking for a Director of Development Impact Intelligence working under the supervision of the Managing Director of the Development Effectiveness Office (DVF).
DVF oversees the design and implementation of the IDB Invest’s development effectiveness framework. It establishes, implements, and coordinates compliance with evaluation standards at each stage of a project’ s life cycle (origination, preparation, implementation, and evaluation). DVF ensures both accountability and learning for the benefit of our clients, partners, and beneficiaries in Latin America and the Caribbean. Furthermore, it develops operational recommendations grounded in impact evaluations and data analytics, knowledge production, and cooperation with other MDBs on development effectiveness. Finally, DVF ensure timely and transparent reporting on development impact to IDB Invest’s internal and external stakeholders.
To fulfill its mandate, DVF is responsible for managing and reviewing a comprehensive suite of development effectiveness tools, including the IDB Invest Impact Rating System (DELTA), the Annual Supervision Report (ASR), Expanded Supervision Reports (XSRs), sector‑specific impact models, in‑depth ex‑post and impact evaluations, as well as technical assistance and training on impact management.
DVF is led by a Managing Director and three Development Impact Directors, respectively responsible for Impact Intelligence, Financial Sector Operations, and Real Sector Operations, each managing team dedicated to these functions.
What you’ll do
Oversee DVF’s work on project and program evaluations, including thematic and sector reviews, ex‑post evaluations, and impact evaluations, and ensure that lessons learned inform the design of new projects and advice on ongoing operations.
Oversee the production of IDB Invest’s self‑evaluations (XSRs) and, in close collaboration with the IDB Group Office of Evaluation and Oversight, their validation.
Oversee DVF’s analytics work, leveraging internal and external data to generate actionable intelligence that drives innovation, effectiveness, and impact, and steer the adoption of new technologies, including artificial intelligence, to enhance quality and efficiency.
Oversee DVF’s strategic corporate initiatives and development effectiveness reporting, including the IDBG Impact Report, IDB Invest’s Impact Performance Report, contributions to Strategic Roadmaps, and other corporate products.
Manage DVF’s portfolio of knowledge products, including technical notes, impact evaluations, blogs, and DE Briefs.
Oversee the provision of impact management services to partner organizations and co‑financiers, and to clients in cooperation with DVF Sector Directors.
Strengthen IDB Invest’s positioning as a thought leader in impact management and oversee the division’s engagement with DFIs, impact investors, and other partners.
Jointly with the DVF Sector Directors, oversee the design, implementation, and continuous improvement of IDB Invest’s impact management tools and practices across the project cycle.
Jointly with other DVF Directors, oversee the design, implementation, and continuous improvement of IDB Invest’s impact management tools and practices across the project cycle, as well as support DVF Managing Directory in setting DVF strategic priorities and work plans.
Manage a dedicated team of staff and consultants, setting priorities and allocating resources to ensure effective and efficient delivery, while building talent, clarifying responsibilities, and providing feedback.
Participate in and support senior leadership engagement in Management and Board operational committees, contributing technical and strategic input.
Coordinate closely with peers and other leaders across IDB Invest and the IDB Group to ensure cooperation and synergies.
What you'll need Education : Master’s degree (or equivalent advanced degree) in economics, business administration, finance, public policy, or others fields relevant to the responsibilities of the role. PhD is considered a plus.
Experience : At least 10 years of relevant professional experience in impact management and development effectiveness.
Extensive, hands‑on understanding of IDB Invest operations, or comparable experience in a multilateral institution, development finance institution, and/or the private sector.
Advanced expertise in impact evaluation methods, data analytics, and data science, including the application of artificial intelligence tools.
Advanced project management skills and experience managing complex projects, developing and implementing innovations, as well as the ability to engage stakeholders across different levels of the organization.
Extensive team management experience and skills, and capacity to coach and guide junior team members.
Extensive Experience working on strategic corporate initiatives and corporate reports, as well as the ability to engage stakeholders across different levels of the organization.
Deep knowledge and/or experience in Latin America and the Caribbean is essential.
Languages : Proficiency in English.
