Under direction, develops, produces, and disseminates content across multiple platforms, oversees communication efforts, researches new communication opportunities and trends, and coordinates with internal and external stakeholders. Exercises direct supervision over assigned staff. Work Location

8:30 AM - 5:30 PM Monday - Friday Responsibilities
Plans, organizes, implements, and evaluates public information, marketing, and public relations efforts for a variety of division/department-wide issues to ensure consistent and unified messaging. Recommends, develops, and implements guidelines, regulations, and procedures regarding brochures, articles, fact sheets, photographs, videos, web pages, graphics, news releases, and other materials. Works collaboratively with division/department staff and policy makers to enhance the image of the division or department on the internet and in the media. Identifies key communication themes and messages to reinforce initiatives, values, and culture. Develops and implements the planning and coordinating of departmental and community initiatives and events. Manages and participates in events through presentations, open houses, and community outreach and programs. Travels to different locations to participate in community events and outreach programs. Represents the division/department before various boards, committees, and community groups. Assists in communication strategies and messaging for department senior leadership. Prepares written reports, summaries, and presentations for executive and council audience. Manages coordination between divisions within the department and between departments. Interviews, selects, supervises, develops, evaluates, counsels, and if necessary, disciplines personnel according to established COSA policies, procedures, and guidelines. Performs related duties and fulfills responsibilities as required. Minimum Qualifications
Bachelor's Degree from an accredited college or university Four (4) years of increasingly responsible experience in marketing, communications, or a related field One (1) year of supervisory or lead experience Valid Class 'C' Texas Driver's License Preferred Qualifications
Experience managing large-scale events with 500+ attendees or high-volume service delivery such as adoption events, festivals, community programs or public-facing initiatives with measurable outcomes Experience working in animal welfare, nonprofit, municipal, or mission-driven organizations E xperience using tools such as Smartsheet, Asana, Trello or similar systems to manage timelines, tasks and stakeholders Bilingual (English/Spanish) strongly preferred Knowledge, Skills, and Abilities
Knowledge of marketing methods and practices Knowledge of marketing tools, applications, and programs Knowledge of computer software and hardware applications Knowledge of principles and practices of supervision, training, and personnel management Skill in web design and content production Skill in copywriting and editing Ability to evaluate emerging trends and marketing strategies Ability to operate a computer keyboard and other basic computer equipment Ability to communicate clearly and effectively Ability to establish and maintain effective working relationships with city staff and the general public Ability to develop, implement, and evaluate new programs Ability to perform all the physical requirements of the position with or without accommodations Ability to work primarily in an office environment
