Position Summary
The Florida Commission on Offender Review is looking to fill a Commission Investigator – CS. The Commission performs a vital role in Florida’s criminal justice system by preserving the autonomy needed in post‑release decisions affecting inmates and ex‑offenders. Commissioners preside over weekly meetings at the central office in Tallahassee and various other state locations as required by statute. During these public proceedings, the commissioners make determinations regarding parole and other releases.

Duties and Responsibilities
Conduct violation of supervision hearings, inmate interviews, and clemency investigations to provide the Florida Commission on Offender Review and, in clemency cases, the Executive Board of Clemency with information relevant to cases under consideration.
Conduct probable cause (parole only) and final violation hearings for alleged parole, conditional release, addiction recovery, conditional medical release and control release violators. Provide alleged violators with an initial interview to advise them of the charges and due process rights and assess the need for legal counsel.
Schedule hearings, obtain witness information, issue subpoenas, and secure witness attendance and production of documents.
Conduct violation hearings and make written recommendations to the Commission. Check the inmate population of Florida county jails to determine presence of violators not previously reported.
Conduct probable cause hearings for other states pursuant to Interstate Compact Agreements.
Conduct comprehensive confidential clemency investigations for the Board of Executive Clemency, including firearms authority, pardon, commutation of sentence, remission of fines and forfeitures, and restoration of civil rights. Conduct Restoration of Civil Rights Investigations without Hearing, verifying status of pecuniary penalties and restitution.
Perform interviews and investigations for inmates eligible for parole consideration, analyze prison files, interview inmates, and conduct pre‑parole investigations to recommend suitability of release plans. Run criminal histories as a certified eAgent (NCIC/FCIC) operator.
Perform other duties as required.
Minimum Qualifications
High school diploma.
Preferably a bachelor’s degree or higher from an accredited college or university.
Knowledge, Skills, and Abilities
Knowledge of criminal justice principles and practices, legal terminology, and methods of reviewing, researching, and summarizing criminal and social data.
Knowledge of fact‑finding and problem‑solving techniques.
Proficient in computer use, including Microsoft Word, Excel, and Outlook.
Effective verbal and written communication skills.
Ability to conduct interviews and investigations and communicate concise and accurate information.
Ability to maintain cooperative working relationships.
Ability to understand and apply laws, rules, regulations, policies, and procedures.
Ability to plan, organize, and coordinate work assignments.
Ability to handle highly confidential matters.
Ability to work independently.
Background Screening Requirement All applicants must successfully complete a State and National criminal history check including fingerprinting through the Florida Department of Law Enforcement and the Federal Bureau of Investigation before beginning employment. Background checks shall be conducted in accordance with Florida statutes and are required prior to employment. Employees are subject to re‑screening at least every five years.
