The Financial Services Division (FSD) is responsible for the Commerce Department’s consolidated Accounting and Budgeting functions, and for leading the agency’s fiscal policy. This position reports to the Deputy Chief Financial Officer (CFO) and leads the Central Budget Office (CBO) to provide high level technical expertise to guide budget operations and the implementation of Commerce’s financial health strategies. This role serves as leader of leaders responsible for budget operations, broad financial oversight, fiscal compliance, and the implementation of relevant Commerce initiatives at the division and agency level.

Responsibilities

Provide leadership and direction for agency budget operations.

Lead the development and implementation of business processes that contribute to effective budget management, oversight, and minimizing non-compliance risk with applicable laws, rules, and policies.

Provide input, analysis, and technical expertise to advise on agency-wide projects, initiatives, directives, and policies.

Support the delivery of budget services in a customer service centered manner aligned with customer expectations.

Deliver high-level technical expertise, direction, oversight, and innovative solutions. The budget director provides broad strategic and technical guidance impacting all Commerce operations.

Serve as the agency expert in the implementation, monitoring, and resolution of challenges related to operating and capital budgets, including programs funded from state, federal, and private sources.

Assess complex issues to determine compliance with budget laws, rules, regulations, and policies; apply remedies to non-compliance and report substantial matters to the Chief and Deputy CFO.

Develop solutions and strategies in a complex landscape to efficiently use available resources.

Use clear, plain language to convey information and advise agency leadership on budget, operations, and fiscal compliance.

Seek and leverage technology to minimize manual processes and realize efficiencies.

Serve as a member of the Financial Services Division Management Team. Lead, direct, and support division initiatives.

Lead cross-unit process improvements, employee engagement efforts, and other projects impacting division objectives.

Provide consultation, direction, institutional knowledge, and forward-looking guidance on division activities.

Foster a collaborative culture and strengthen working relationships among division leaders and teams.

Legislative Session:

Develop and maintain an effective fiscal note delivery process; collaborate with internal and external partners; monitor and report progress; communicate with agency staff on budget issues; analyze technical budget documents and advise leadership on risks and actions; prepare post-session planning materials.

Develop, lead, coordinate, and maintain a fiscal note process.

Engage with process partners to facilitate information sharing.

Monitor challenges and report to agency executive leadership.

Communicate budget updates and high-priority issues to staff.

Analyze documents and advise on risks and actions.

Prepare planning materials to support shared services and units.

Budget Implementation:

Coordinate reviews of published budget documents and seek feedback on impacts.

Collaborate on agency-wide budget communications.

Evaluate enacted budgets and coordinate with units on resource needs.

Lead timely submission of spending plans and CIM submissions.

Financial Reporting:

Manage collection, analysis, and distribution of budget and financial data; provide training as needed.

Support quality assurance for timely, accurate reporting.

Lead monthly/quarterly financial status report meetings with stakeholders.

Generate adhoc reports and materials for stakeholders and leaders; assist with external reports as needed.

Maintain resource projections for Commerce accounts.

Budget Development:

Co-create and train staff on budget development processes.

Develop criteria, timelines, presentations, and analysis to guide decision packages.

Implement processes for timely submission of high-quality decision packages.

Provide resources and reviews to capture costs and articulate complex scenarios.

Monitor funding requests and communicate status.

Budget Operations – Leadership and Management:

Recruit, develop, and retain budget management staff; limit operational impact of vacancies.

Provide leadership, guidance, and accountability for the team.

Develop processes, leverage technology, and align with strategic objectives.

Lead budget operations with a focus on outcomes, compliance, and customer experience.

Qualifications Required Education and Experience:

10 years of combined experience and education as described below. Experience must include two or more of the following areas: planning and managing a large budget, directing major projects, interpreting complex fiscal information, experience with Washington State budget concepts and processes, or ERP/financial system modernization. A minimum of 2 years of supervisory or lead experience. Education: Bachelor’s degree in accounting, business, finance, public administration, or closely related field.

Planning, developing, modifying, and monitoring a large, diverse and complex budget.

Planning and directing major projects and work schedules.

Interpreting complex fiscal and budget information for leadership and stakeholders.

Experience with Washington State budget concepts and processes (Operating and Capital).

ERP or financial system modernization experience.

Preferred/Desired Education, Experience, and Competencies

Navigating/using Washington state budget and accounting systems (ABS, CBS, TALS, SPS, Enterprise Reports, Web Intelligence, AFRS).

Work from Anywhere in Washington State This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required.
