
Graphic Designer (Administrator II)

Overview
The Graphic Designer will report to and work closely with the Senior Graphic Design and Communications Team to develop compelling and effective graphics and imagery concepts that visually tell the story of MSDE, engaging, informing, and inspiring stakeholders. The role supports both internal and external communication projects, including web design, digital design (social media graphics, presentations, etc.) and print design (reports, one‑pager brochures, posters, manuals, etc.). The designer ensures quality agency branding and messaging, maintaining consistency with MSDE’s multi‑year strategic plan and Blueprint for Maryland’s Future initiatives.
Responsibilities
Create innovative design solutions for print and digital materials, including brochures, posters, infographics, reports, social media graphics, websites, and presentations. Utilize Adobe Creative Cloud (Photoshop, InDesign, Illustrator) to produce manuals, booklets, visual graphics, and PowerPoint presentations. Ensure all design solutions align with brand guidelines, standards, and templates. Collaborate with MSDE offices and divisions to develop promotional materials. Transform complex data and information into visually compelling infographics and data visualizations. Stay current with the latest design trends and emerging digital technologies, integrating innovative practices into agency materials and campaigns. Conduct thorough reviews and proofreading to maintain accuracy and deliver error‑free outputs.
Education
Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience
Five years of administrative staff or professional work. One year of experience as a graphic designer OR completion of graphic design coursework that includes using Adobe Creative Suite (InDesign, Photoshop, Illustrator).
Qualifications and Substitutions
Candidates may substitute 30 credit hours from an accredited college or university for each year, up to four, of the required experience. Candidates may substitute a Bachelor’s degree from an accredited college or university and one year of qualified experience for the required experience. Candidates may substitute a Master’s degree for the required experience. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer, involving staff work related to the administration of rules, regulations, policy, procedures, and processes, for the required experience, on a year‑for‑year basis.
Skills
Proficient with Adobe Creative Cloud (Photoshop, InDesign, Illustrator) for web and print communications. Proficient with Microsoft Office Suite (Outlook, Word, Excel, Access, PowerPoint). Knowledge of pre‑press and print production processes. Knowledge of Canva. Online portfolio required.
