Position Summary The
Property Manager
is responsible for the overall operations, compliance, financial performance, leasing, and resident relations of an affordable housing community operating under LIHTC and Project-Based Voucher (PBV)/Section 8 programs. This role ensures the property maintains high occupancy, minimizes delinquency, and remains fully compliant with all regulatory requirements.
The Property Manager leads on-site staff, drives leasing performance, enforces collections, ensures audit readiness, and collaborates closely with compliance teams and case management partners. This position requires strong leadership, urgency, and the ability to balance regulatory compliance with operational performance.
Key Responsibilities Property Operations & Oversight
Oversee day-to-day operations including leasing, maintenance, resident relations, and vendor coordination
Ensure property curb appeal, cleanliness, and safety standards are consistently maintained
Implement and enforce company policies, SOPs, and internal controls
Conduct routine property inspections (units, common areas, safety compliance)
Manage incident reporting, risk mitigation, and follow-up on all safety or liability concerns
Ensure proper documentation of all operational activities
Leasing & Occupancy Management
Maintain occupancy targets and minimize vacancy days
Ensure units are turned and leased within company benchmarks
Oversee applicant pipeline management, ensuring
2–3 backup files per unit type
Ensure all move-ins are fully approved by compliance prior to occupancy
Monitor leasing staff performance and hold team accountable for leasing goals (leases per month)
Coordinate with referral partners (housing authorities, case managers, agencies) to maintain consistent leasing flow
Implement leasing strategies for hard‑to‑house units or slow‑moving inventory
Compliance & Affordable Housing Programs
Ensure full compliance with LIHTC, PBV/Section 8, HUD, and all layered funding requirements
Oversee certifications, recertifications, and interim adjustments
Ensure accurate income, asset, and rent calculations
Maintain audit‑ready files at all times
Enforce Tenant Selection Plan (TSP) and ensure consistent application
Prevent unauthorized move‑ins or non‑compliant file processing
Work proactively with compliance teams to resolve file discrepancies
Delinquency & Collections
Actively manage rent collections and subsidy tracking
Monitor delinquency weekly and implement corrective action immediately
Ensure timely issuance of notices (3‑Day Notices, Balance Due, etc.)
Partner with case management for residents with high barriers or chronic delinquency
Enforce lease terms consistently while balancing supportive housing requirements
Track repayment agreements and ensure follow‑through
Escalate non‑compliance or high‑risk accounts to Regional/Leadership timely
Financial Management & Controls
Manage property financial performance including budget adherence and expense control
Review monthly financials, variance reports, and general ledger accuracy
Ensure proper coding of invoices and expenses (in alignment with GL structure)
Monitor and control overtime, vendor costs, and contract services
Identify cost‑saving opportunities without compromising operations
Assist in budget preparation, reforecasts, and lease‑up budgeting
Maintain strict internal controls (no cash handling violations, proper approvals, etc.)
Maintenance & Asset Preservation
Ensure timely completion of work orders and unit turns
Enforce preventive maintenance schedules and capital improvement tracking
Conduct regular walks with maintenance team to identify deficiencies
Ensure readiness for inspections and maintain physical compliance standards
Coordinate vendors and ensure contract scope adherence and performance
Audit & Regulatory Readiness
Maintain property in audit‑ready condition at all times
Prepare for TCAC, HCD, HUD, NSPIRE/REAC, and investor audits
Respond to audit findings and implement corrective action plans
Track and resolve all compliance deficiencies within required timelines
Team Leadership, Accountability & Staffing
Supervise, train, and evaluate all on‑site staff
Establish clear expectations and hold staff accountable for performance
Address performance issues promptly, including coaching and corrective action
Ensure proper staffing levels and support hiring, onboarding, and training
Conduct regular staff meetings focused on leasing, compliance, and operations
Promote a culture of urgency, accountability, and professionalism
Supportive Housing & Case Management Coordination
Coordinate closely with case managers, service providers, and agencies (e.g., PSH, SDRC, PATH, etc.)
Participate in case conferencing for high‑acuity residents
Support housing stability while enforcing lease compliance
Assist with intervention strategies for behavioral, health, or lease violation concerns
Coordinate rehousing or transfers when appropriate
Risk Management & Legal Compliance
Ensure compliance with Fair Housing, ADA, and all applicable laws
Manage reasonable accommodation and modification requests properly and timely
Oversee proper handling of notices, lease enforcement, and legal documentation
Coordinate with legal counsel and Regional on evictions or legal actions
Ensure incident reports (injuries, disturbances, property damage) are properly documented and escalated
Coordination & Communication
Serve as primary point of contact for residents, staff, vendors, and stakeholders
Communicate regularly with Regional Manager, Compliance, and Ownership
Provide clear updates on occupancy, delinquency, staffing, and risks
Ensure strong collaboration between operations, compliance, and services
Reporting & Performance Tracking
Track and report on key metrics:
Occupancy %
Vacancy days
Leasing velocity (leases per month)
Delinquency balances and trends
Maintain accurate reporting in RealPage and internal trackers
Identify trends and implement corrective strategies quickly
Ensure weekly and monthly reporting deadlines are met
Qualifications Required:
3–5+ years of affordable housing property management experience
Strong knowledge of LIHTC and PBV/Section 8 programs
Experience with leasing, compliance, and collections
Strong understanding of Fair Housing and regulatory compliance
Proven leadership and team management experience
Strong organizational, analytical, and problem‑solving skills
Proficiency in RealPage (or similar) and Microsoft Office
Preferred:
Experience with PSH, MHSA, HOME, or layered funding programs
Experience with lease‑ups or distressed/stabilization assets
Certifications (COS, TCS, HCCP, etc.)
Experience working with high‑acuity populations and service providers
