
Personal Financial Counselor, Assignment Ready Counselor, PFC, Minnesota

This position provides coverage in short‑term, surge, and on‑demand situations arising from military needs such as post‑deployment events or to cover absences of other counselors. The primary responsibility is to deliver full personal financial counseling services to military service members and their families at military installations. Services include education and counseling, one‑on‑one sessions, briefings, presentations, and referral resources outside the counseling context. The counselor works closely with installation and branch points of contact to ensure the program meets the scope and needs of the installation.
Responsibilities
Provide personal financial counseling and management services directly to service members and their families.
Assist service members in establishing a spending plan for extended absences.
Develop and make available informational financial materials to service members and families.
Coordinate, publicize, and conduct Personal Financial Management classes and workshops on a wide variety of topics covering the military lifecycle, including pre‑ and post‑deployment, and other life events as outlined in DoDI 1322.34.
Respond to requests for age‑appropriate classes or seminars.
Use virtual counseling and other electronic communication methods, such as web‑based secure chat, video‑based communications, and secure video teleconferencing, as authorized by the OSD FINRED Program office.
Manage duty‑to‑warn situations according to DoD protocol.
Communicate with leadership and participate in regular individual and group supervision, sharing information regarding trends and issues on the assignment.
Participate in regular in‑services, training, quality improvement committees, or other contract activities as assigned.
Perform all other duties as assigned.
Qualifications
Bachelor’s degree required; an associate degree plus 4 years of experience or a high school diploma plus 6 years of experience may be considered.
Minimum of 3 years of financial counseling experience.
Must be a U.S. citizen and speak fluent English.
If required by the contract, must be bilingual in English and Spanish.
Must obtain a favorably adjudicated Tier 2 investigation.
Must pass the Congressionally Mandated Disclosures for Organizational Conflicts of Interest (OCI) process.
Required Certifications
Accredited Financial Counselor (AFC).
Certified Financial Planner (CFP).
Chartered Financial Consultant (ChFC).

Salary Maximum: $93,500
