The total compensation package: Salary Range: $19.95- $26.99/hour - Free Recreation Center Pass (Gym & Pool) 14 days annual leave + 80 hour sick leave + 12 holidays per year - Continuing education credits and biannual licensing fees covered by CCOB Excellent benefits including medical, dental, vision, and more - Wellness discounts on medical premiums General description of work: The Motor Vehicle Specialist I, is responsible for providing excellent customer service, maintaining a positive attitude and exemplifies behaviors of an effective team player while performing a variety of duties associated with the Broomfield County Motor Vehicle Department. The incumbent performs complex and specialized technical and administrative work in support of the Motor Vehicle Division services offered to residents including the titling and registering of motor vehicles, Manufactured Homes and disability services. Under direct supervision, the incumbent analyzes, regulates and enforces statutory requirements for all state and federally mandated title and registration laws as well as Broomfield departmental policies and procedures. This individual must exemplify the characteristics and behaviors to create a collaborative, innovative and resilient work culture in partnership with the leadership team. The incumbent works in partnership with other employees, departments/divisions, agencies and the public in delivering effective and innovative services while maintaining confidentiality of information consistent with applicable federal, state and local rules and regulations. Duties/Responsibilities: State of Colorado Responsibilities: Complete required State Certifications as well as continued education classes needed to access state web-based operating systems. Acts as an agent of the State of Colorado and works closely with the Department of Revenue to research, identify and resolve title/registration transaction issues. Maintains confidentiality and awareness of federal, state, and local laws, rules and regulations pertaining to assigned State, City and County operations. Work directly with the recording department to ensure State transactions are transferred to County records. Interact daily with other DOR entities including: Taxation, NIC, Colorado Interactive, NMVTIS, Air Care Colorado, E-470, State of Colorado Dealer Investigations Unit, the Address Confidentiality Program, all state appointed third party vendors and fellow City and County organizations. Motor Vehicle Tech I Responsibilities: Processes all motor vehicle transactions and independently provides all motor vehicle services. Conduct the following complex types of transactions: Temporary registrations Title transfers Emissions extensions Leases and Lease Buyouts License plate renewals Disability placards New registrations Special mobile machinery Refinancing Manufactured homes Salvage titles Bonds Determines types of titles and registrations needed Calculates and collects appropriate tax and registration fees. Processes check, cash, credit card, escrow and electronic check payments utilizing the cash tendering system Enforces emission, insurance requirements and heavy vehicle use tax when applicable Verifies accuracy of all documentation submitted and ensures compliance with motor vehicle statutes, rules, and regulations Understands how fees are calculated and applied Communicates daily with the public, dealerships, finance companies, and banks regarding title application procedures, license plate renewals, emission tests, and other motor vehicle issues Responds to customer complaints and explains statutes or policies and procedures that apply to each situation Effectively provides written and verbal communication to dealers, financial institutions, residents, and City and County officials regarding fees, reason for rejection of documents, policies, and procedures etc Assist Broomfield residents and businesses via phone, mail, email or in person regarding ownership account review, titlework auditing and general communication addressing policies and procedures. Reconciles cash, check and credit card payments at close of business. Assist with office closing procedures, eg: Securing Inventory and legal documentation and ensuring organization and cleanliness of work areas. Competently operate State of Colorado web based operating system Qualifications, Requirements & Working Conditions: Education: High School Diploma/GED Obtain DRIVES Compliance Certification within one week from the date of hire and maintain the certification. Completion of DRIVES LMS training within 90 days of hire. Experience: One (1) year of experience in a clerical or customer service field or in the performance of similar duties and responsibilities preferred Necessary Applicant Traits: Understands the purpose of temporary registration and the requirements Understands and utilizes reference materials. Skill in understanding and professionally responding to customer needs Skill in the operation of computers and applicable software, printers, copiers, and telephone Ability to manage competing priorities, and organize time and tasks to address multiple demands and/or to meet deadlines Ability to handle confidential information Establish and maintain effective working relationships with other employees and the public Work well with culturally diverse individuals Listen well and communicate clearly in English, verbally and in writing with various audiences and through various channels Working knowledge of ethical guidelines as outlined by professional standards and/or federal, state or local laws, rules, and regulations Organize tasks and working environment to maximize efficiency Working knowledge of the policies, procedures and goals of the City and County Ability to handle stressful interactions with client/customers Is thorough when performing complicated work and conscientious about attending to detail Working Conditions: Regular, predictable attendance required In-person customer/client/team meetings required. Physical demands are described as light (exert up to 20 lbs. of force occasionally and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects). Required to move about office/facilities. Required to lift, carry, push, pull, or otherwise move objects. Tasks require use of a computer for several hours. The noise level in the environment is moderate. Necessary Special Requirements: New hires must, as a condition of employment, pass the following pre-offer and post-offer/hire processes: in-person or virtual interviews, reference checks, background checks including local police check and sex-offender registry. If this position is required to drive a CCOB vehicle a DMV check will be required.
