
Director of Public Affairs

Principle Responsibilities
Represents Allina Health in state government affairs.
Provides leadership and strategic direction for the organization’s government relations portfolio; serves as primary registered lobbyist and advocate for Minnesota and Wisconsin government affairs.
Understands and demonstrates compliance with state lobbying laws in accordance with internal policies.
Leads Public Affairs function to align Allina Health’s stakeholder relationships and reputation in support of organizational priorities and strategies.
Builds Allina Health’s capacity to influence in key arenas; assists Allina Health leaders in developing relationships with policymakers.
Provides leadership for strategic priorities and other issues identified under Public Affairs; supports overall strategy.
Leads public affairs team of employees across government relations, regulatory affairs and public affairs.
Manages contracts with vendor partners.
Leads organizational cross‑functional committees.
Provides direction and feedback on deliverables and performance.
Other duties as assigned.
Required Qualifications
Bachelor’s degree in Public Health, Public Policy, Business Administration or related field.
7+ years of experience in health‑care policy, regulation, public affairs, and detailed knowledge of regulatory and/or legislative processes.
3 or more years of people‑leader experience.
Preferred Qualifications
Master’s degree.
Licenses / Certifications
Licensed State of Minnesota lobbyist (required). Register as lobbyist on behalf of the organization within 90 days.
Physical Demands
Sedentary.
Lifting weight up to 10 lbs. occasionally; negligible weight frequently.
Location and Travel Hybrid position with travel required to St. Paul, MN; Madison, WI and Allina Health sites in MN and WI.
Compensation Pay Range: $71.47 to $98.89 per hour.
Additional incentives may be available, including discretionary monetary bonuses, goal‑based bonuses and other financial incentives.
