The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprising four bridges, two tunnels, and two turnpikes across the State of Maryland. Nature of Work MDTA is seeking a dynamic, results‑driven leader for the position of Deputy Director of Title VI and Title VII Programs for the Division of Civil Rights and Fair Practices (CRFP). The Deputy Director will provide managerial oversight, supervision, and guidance to staff in completing reports and program activities that ensure compliance with federal and state statutes, regulations, and MDOT policies.
Key Responsibilities
Plan and execute divisional objectives, strategies, and programs in support of the Agency’s Strategic Plan goals and objectives.
Oversee the EEO/Title VII and Americans with Disabilities Act (ADA) programs to ensure equitable treatment of all MDTA employees.
Represent MDTA before federal, state, and local officials, legislative committees, senior managers, and executives of other agencies as appropriate.
Prepare monthly, quarterly, and annual reports outlining the Agency’s achievement of socioeconomic program goals.
Develop business outreach activities that provide informational, educational, and networking opportunities for small and minority business owners.
Develop fair‑practice‑related policies and procedures for dissemination to all MDTA contractors, subcontractors, and consultants.
Report on the achievement of program goals, activities, and accomplishments at meetings and presentations to MDTA’s Executive Office and Board.
The selected candidate will report directly to the Director of CRFP. The position is located in Baltimore, Maryland. Hybrid telework schedules may be available.
Qualifications Preferred Qualifications:
Graduation from an accredited high school or possession of a high‑school equivalency certificate.
Certification as a Certified Compliance Administrator (CCA) or Master Compliance Administrator (MCA) is preferred.
Six years of experience in administrative or professional work, including three years of demonstrated experience in fair‑practice program management.
The successful candidate will demonstrate strong transformational leadership, effective collaboration, the ability to build trust across an organization, and the experience and skills to inspire, motivate, and communicate with CRFP staff and other internal and external partners.
Ideal Candidate
Knowledge and experience interpreting, applying, and ensuring compliance with MBE, DBE, SBR, VSBE, Title VI, and EEO/Title VII laws and regulations.
Understanding of, sensitivity to, and respect for the diverse backgrounds, disabilities, gender identities, and sexual orientations of all individuals.
Strong interpersonal and communication skills; demonstrated ability to build trusting relationships with diverse constituencies.
Demonstrated experience in effectively supervising, developing, and mentoring assigned staff.
Strong presentation, training, and facilitation skills with the ability to engage individuals with varying levels of experience in civil rights, equity, and justice issues.
Excellent project and time‑management skills to ensure multiple tasks and duties are completed in a timely manner.
Flexibility, adaptability, and capacity to work in a dynamic environment.
Base Eligibility Applicants must possess a valid motor‑vehicle operator’s license in the State of Maryland (license number and expiration date must be provided on the application).
