Minimum Qualifications
Bachelor’s degree in Business, Real Estate, or related field and five (5) years of progressively responsible experience appraising all classes of real estate, including two (2) years in an administrative capacity, or an equivalent combination of training and experience. Certification or relevant ranking from the State of Virginia (e.g., Residential Evaluator Specialist, Certified Assessment Evaluator, Assessment Administration Specialist) is preferred.
Additional Requirements Current valid driver’s license and good driving record (no more than six demerit points in the last 24 months, no major violations in the last 36 months). Out‑of‑state driving records must be obtained pre‑interview and be up‑to‑date within 30 days. Pre‑employment drug test, FBI criminal background check, and education/degree verification are required.
Duties The Assistant Director of Real Estate Assessments will perform administrative and supervisory work while assisting in the planning, operation, and management of the department. Responsibilities include the development and implementation of real estate assessment and appraisal policies, oversight of staff, and ensuring compliance with state and federal regulations.
Essential Job Functions
Provide leadership and strategic direction for development, administration, and communication of real estate assessment and appraisal programs and policies to meet departmental goals and legal requirements.
Assist in directing staff involved in the assessment and appraisal of residential, commercial, and industrial property; ensure staff are fully trained and interpret assessments accurately.
Review appraisals conducted by staff, oversee land‑use program administration, and approve billing requests.
Assist with payroll records and approvals, and schedule and arrange staff training.
Manage departmental budget: research, develop, prepare, and monitor to ensure cost‑effectiveness; ensure purchasing and financial transactions follow county policies.
Prepare proposals and reports for the Department Director, County Administrator, and County Supervisors; contribute reports to agendas and work sessions.
Provide public information, monitor developments and trends, and keep abreast of state regulations and construction standards.
Assist in developing systems for policy administration, human‑resources functions, employee relations, staff development, and strategic planning.
Carry out additional related tasks as assigned by the Director based on workload and department needs.
Shift Monday – Friday; 8:30 a.m. – 5:00 p.m. A hybrid work schedule is available: three days remote per week and two days on‑site.
