Senior Proposal Manager

General Description The Senior Proposal Manager will manage proposal efforts and work closely with business development and operational personnel to develop and deliver winning, high-quality federal proposals.

Duties

Manage all aspects of proposal development: pre-proposal planning activities, kickoff meeting, schedule management, action/issue tracking, proposal structure, compliance, writing instructions and team guidance, review team coordination, and production.

Follow established capture and proposal processes and procedures.

Coordinate to secure the necessary resources for proposal development.

Set up and manage SharePoint proposal sites. Track and manage updates, version control, and archiving of solicitations, proposals, and related documents in the SharePoint environment.

Analyze and shred the RFP. Create proposal outlines. Create compliance matrices and review scoresheets. Establish proposal development schedule. Lead proposal kickoff briefings. Coordinate data calls.

Develop proposal content. Analyze requirements. Participate in solutioning meetings. Identify sources for content. Research topics, review archived narratives, interview and collaborate with subject matter experts, and coordinate data calls to develop content.

Integrate inputs, write, revise, edit, and proofread copy for technical and grammatical accuracy, readability, consistency, and compliance with applicable writing standards.

Create professionally formatted documents incorporating text, tables, charts, graphics, and technical diagrams. Assist with graphic design.

Prepare documents for review and delivery: Integrate content, resolve comments, and format documents using established layouts and styles.

Coordinate and lead color reviews. Collaborate with proposal teams to address feedback from reviews. Verify adherence and responsiveness to RFP instructions and requirements.

Obtain document approvals. Prepare and ship hardcopy deliverables. Coordinate with contracts on electronic deliverables.

Mentor proposal managers, proposal coordinators, and writers.

Perform responsibilities such as deliverable approvals as delegated by the Director of Proposals.

Travel may be required.

Other duties as assigned.

Education/Experience Requirements

Bachelor's Degree (can be substituted with four years of experience)

Minimum of 10 years of demonstrated experience managing and winning competitive federal Government proposals (Master's Degree in Business, Communications, or Technical Writing can waive two years of experience).

Demonstrated record of managing winning proposals within the federal market ranging from $20M-$100M+.

Knowledge of the proposal development life cycle and understanding of Shipley or other proposal development processes.

Completion of Shipley Associates or related proposal professional training course(s) highly desired.

Experience managing large, complex, and highly technical proposals with many stakeholders, and multiple interrelated plans dealing with technical, management, staffing, pricing, quality, and past performance.

Demonstrated ability to work efficiently and successfully under conditions of multiple deadlines and changing priorities.

Ability to effectively manage on site/in-person and off site/largely remote proposals.

Excellent work ethic and organizational skills.

Ability to successfully execute multiple tasks simultaneously.

Effective written and verbal communication skills to interact with all levels of management.

Excellent skills in MS Office Suite, SharePoint, Teams, Acrobat Pro. Familiarity with Adobe Creative Cloud and MS Project.

Physical Requirements

Must be able to walk or stand on level and/or inclined surfaces and sit for extended periods of time.

On occasion must be able to lift 30 pounds.

Must be able to routinely grasp or handle objects, use finger dexterity, bend elbows / knees, and reach above / below shoulders.

Works in a normal office environment with controlled temperature and lighting conditions.
