Code Enforcement Specialist Location: De Pere, Wisconsin.

Salary and Benefits The full salary range for this position is $30.07 - $42.95 per hour, with an anticipated starting salary of $30.07 - $36.08 per hour, depending on qualifications. Employees may receive financial rewards through a pay‑for‑performance incentive program, as well as salary increases, bonuses, or paid time off. All employees are automatically enrolled in the Wisconsin Retirement System (WRS). Eligible employees receive three weeks of vacation and four floating holidays per year, and the City is a qualifying employer under the Public Student Loan Forgiveness program. The City supports alternative work arrangements, including flexible scheduling and remote work, for eligible employees.

Responsibilities Code Enforcement

Administer and enforce City Building and Property Maintenance Code, City Zoning Code, and City and State Building Code.

Investigate complaints regarding possible code violations; conduct systematic housing and zoning code inspections.

Process and maintain code violations; prepare written correspondence and manage the See‑Click‑Fix program and online complaint reporting.

Prepare documentation for court cases and other adherence requirements.

Perform special projects as required, including enforcement of drainage and public works related violations.

Permit Technician

Administer, review, and issue permits for small municipal permits such as fences, sheds, siding, windows, doors, pools, hot tubs, spas, docks, riprap, raze orders, and other relevant permits.

Apply knowledge of HVAC, electrical, plumbing, and sewer permits as credentials allow.

Ensure accurate and timely issuance of permits and monitor compliance.

General

Coordinate activities with Building Inspection Manager, Building Inspector, City Planner, and Department of Development Services Director.

Provide technical assistance to City Councils, commissions, and boards.

Perform department administrative duties, including program planning, preparation, and adjustment.

Develop and maintain electronic and paper records of inspections and plan reviews; audit files for proper documentation.

Document inspections and assist with information needed to correct non‑compliance situations; conduct follow‑up inspections and monitor project progress.

Draft and issue Notices of Violations and Orders for Non‑Compliance.

Issue inspection service fees and municipal citations when compliance is not obtained.

Educate customers and stakeholders on code and ordinance requirements; explain codes, ordinances, and regulations to design professionals, contractors, owners, and the general public.

Provide internal and external customer service support and cover other positions as needed.

Compose correspondence; proofread, edit, and maintain information in spreadsheets, databases, and reports.

Perform other duties as assigned.

Minimum Requirements

Education:

High School Diploma required. Post‑secondary technical training in code enforcement, carpentry, law enforcement training, building construction, or related fields preferred.

Experience:

Three years in construction, inspection, or code enforcement. A combination of education and experience may be considered.

Certifications:

Ability to obtain Department of Safety and Professional Services, Uniform Dwelling Code certification in one or more of the following areas within 24 months from hire: One‑family and Two‑family dwelling construction, plumbing, electrical, HVAC, or commercial building.

Other Requirements:

Valid unencumbered Wisconsin driver’s license and a safe driving record.

Physical and Work Environment

Frequent lifting of up to 25 pounds.

Repetitive motions, walking, stooping, kneeling, crouching, crawling, reaching with hands and arms; use of ladders and navigation of steep inclined planes may be required.

Work may involve mobility over rough or difficult terrain, exposure to inclement weather, noise, vibrations, airborne materials, and active construction sites.

Vision: close, distance, and peripheral vision; depth perception; ability to adjust focus.

Communication: English spoken and written; ability to interpret safety rules and procedural documents.

Potential interactions with hostile or aggressive individuals, posing threatening conditions.
