Job Description The South Park School District is accepting applications for Director of Special Education. The Director will support the Superintendent in providing leadership, vision, and strategic direction for special education programs, services, and student supports. The Director is responsible for ensuring that all students with exceptionalities have access to appropriate educational services and that the district remains in full compliance with state and federal mandates, including the Individuals with Disabilities Education Act (IDEA) and the Pennsylvania School Code.
Qualifications
Master’s Degree in education; Master’s Degree in special education preferred
Certification in Supervisor of Special Education, Principal Certification, or Superintendent’s Letter of Eligibility
Minimum of five (5) years of experience in public education, with prior administrative experience preferred
Professional Responsibilities
Direct district-wide compliance with federal and state mandates, including IDEA-B, Section 504 of the Rehabilitation Act, and Pennsylvania School Code Chapters 14, 15, and 16.
Develop and implement comprehensive special educational and homebound instruction programs for K‑12 students.
Plan, direct, and support professional and non-professional staff by coordinating system-wide special education programs.
Exercise leadership in curriculum development and instructional improvement aligned with the District’s Special Education Plan.
Evaluate curriculum through classroom observation and collaborate with building and district administrators to propose enhancements.
Monitor and coordinate staff activities, providing technical assistance in curriculum development and student behavior management.
Direct placement of students with identified exceptionalities and oversee the early admission testing program and standardized group-testing for students with disabilities.
Supervise coordination with early intervention services, parents, and district personnel to ensure appropriate supports for transitioning students.
Coordinate and supervise extended school year programs and transportation needs.
Collaborate with principals to ensure delivery and compliance with Chapter 14.
Supervise educational programming for out-of-district private schools and school placements; conduct visits to ensure student success.
Collaborate with the Allegheny Intermediate Unit on all district services.
Ensure accurate use of Special Education Forms and parent input in the MDE process.
Interpret CER results for staff and parents.
Coordinate daily schedules for paraprofessionals.
Document compliance with state and federal regulations and timelines for MDE, CER, IEP, NORA, etc.
Maintain accurate records for state auditors and agencies.
Serve on the multi-disciplinary team and threat assessment team.
Prepare special education annual reports of pupil accounting and attendance.
Review all billings from the AIU and outside agencies for accuracy.
Assist in preparing district policies and procedures relating to students with disabilities.
Maintain all special education student records.
Write, amend, update, and implement the district’s Special Education Plan for submission to PDE.
Supervise tracking forms for all exceptional children in district programs.
Supervise transitional, vocational, and work experiences for special education students.
Manage state and federal reporting related to special education.
Coordinate special education services between parents, the district, and approved private schools.
Build positive relationships through regular classroom visits and interactions.
Implement School-Based ACCESS Programs.
Serve as District’s Homeless Liaison and Foster Care Coordinator.
Assist principals with compliance of Chapters 14, 15 & 16 services.
Prepare the district’s special education budget.
Prepare for state or federal compliance audits.
Supervise classified and professional staff in the special education program.
Recommend professional and nonprofessional staff assignments.
Coordinate PDE cyclical monitoring activities.
Organize informational programs for parents and community members.
Oversee classrooms and facilities used for the special education program.
Coordinate English as a Second Language program.
Maintain visibility and supportive presence in district functions and events.
Maintain open communication with parents; resolve concerns promptly with customer service emphasis.
Attend and contribute in Board of Directors meetings and district meetings; present required reports.
Perform duties, responsibilities, and special projects assigned by the Board, Superintendent, or designee.
Perform in accordance with school policy, regulations, state, and federal laws.
