
Supervisory Recreation Specialist

Summary
Support the Military's Quality of Life programs! The Morale, Welfare, and Recreation (MWR) department of Commander, Navy Installations Command (CNIC) provides fitness, recreation, lodging and food and beverage programs for service members, their families, retired military and civilian employees.
Duties
Oversee the growth, development, marketing and day‑to‑day operations of the Liberty Programs.
Develop, organize, implement and evaluate recurring and non‑recurring activities which include but are not limited to classes, trips, tournaments, outreach opportunities, special events, and skills development.
Implement procedures to ensure health and safety programs are in compliance with safety regulations and industry standards.
Resolve customer complaints and solicit feedback to improve the quality of services rendered. Utilize patron surveys and track results for program improvement. Maintain telephone, email and personal contacts with command representatives, industry professionals, equipment representatives, special interest groups, local community, area clubs and civic organizations.
Prepare and justify annual and quarterly operating budgets for the Liberty Program, including needs assessment, projected payroll and training expenses, purchasing, facility upkeep, program expenses and contractual items. Track and account for credit‑card purchases and maintain documentation.
Conditions of Employment
Meet Federal Employment suitability requirements and successfully complete a background investigation.
Obtain certifications in First Aid and CPR within the first 90 days of employment.
Be a U.S. Citizen eligible for a Secret Security clearance.
Possess a valid driver’s license.
Obtain a food‑handler’s permit and a Controlling Alcohol Risk Effectively (CARE) certificate.
Perform frequent physical exertion, including sitting, walking, standing, bending, lifting up to 40 pounds, and possibly working outside for special events or group outings.
Work hours will vary, potentially including split days off, evenings, weekends and holidays.
Qualifications
Knowledge of principles, techniques and methods used in organizing, planning, administering and conducting a wide variety of recreation activities, with an understanding of suitability for different ages, groups and interests.
Innovative leadership with the ability to perform duties with limited supervision.
Customer‑oriented personality, tact and diplomacy, strong communication skills, particularly with 18‑24‑year‑old single military personnel, MWR and community program personnel, and vendors.
Proficiency with computers and office software such as Microsoft Office and Excel.
Sound decision‑making ability and good judgment.
Education
Bachelor's degree in Recreation Administration or a closely related field.
Minimum of three years of specialized experience in recreation programming.
Combination of education and experience in recreation programming.
If claiming education in place of specialized experience, inclusion of transcripts is required.
Salary Salary is commensurate with experience and/or education; a one‑year probationary period may be required.
