This position ensures program compliance with U.S. Department of Housing and Urban Development (HUD) regulations, federal requirements, and DHA policies while promoting operational efficiency, high occupancy, and quality customer service to residents. The Assistant Director provides leadership to management staff and plays a key role in strategic planning, performance improvement, and resident-focused service delivery.### **Key Responsibilities**Assist in the overall management and administration of DHA’s Public Housing program, including leasing, occupancy, eligibility, recertifications, rent calculations, and waitlist management.* Supervise, support, and evaluate managers and supervisors responsible for public housing site operations and central office functions.* Ensure compliance with HUD regulations (including 24 CFR Part 960 and related guidance), DHA policies, and applicable federal, state, and local laws.* Monitor key performance indicators such as occupancy rates, timely annual and interim recertifications, unit turnaround, and customer service standards.* Assist in the development, implementation, and revision of Public Housing policies, standard operating procedures, and internal controls.* Coordinate with Asset Management, Property Management, Maintenance, Finance, Compliance, and Legal departments to ensure cohesive program operations.* Support preparation for HUD and TDHCA reviews, audits, REAC/NSPIRE-related activities, and internal monitoring; assist with corrective action plans as needed.* Address complex resident issues, grievances, appeals, and reasonable accommodation requests in accordance with DHA policy and HUD requirements.* Assist with budget planning and fiscal oversight related to Public Housing operations, including operating subsidy considerations and cost controls.* Analyze operational data and prepare reports, summaries, and recommendations for senior leadership and the DHA Board of Commissioners as requested.* Support staff development through training initiatives, performance management, and succession planning.* Represent DHA in meetings with residents, community partners, and other stakeholders.* Act on behalf of the Director of Public Housing Operations when assigned.### **Knowledge and Skills for Success**A successful Assistant Property Manager has...* In-depth knowledge of HUD Public Housing regulations, occupancy requirements, and eligibility determinations.* Strong understanding of public housing property management and asset management principles.* Proven supervisory and leadership skills in a large, complex organization.* Ability to interpret and apply complex federal regulations and housing policies.* Strong analytical, organizational, and problem-solving skills.* Excellent written and verbal communication skills, including report preparation and presentations.* Proficiency with public housing management software systems and Microsoft Office applications.* Ability to work effectively with diverse populations and manage sensitive or high-impact situations professionally.## Qualifications**Physical Demands:**Must be able to lift/carry up to 10 pounds.**MINIMUM QUALIFICATIONS:*** Bachelor’s degree in Public Administration, Business Administration, Housing Management, Urban Planning, or a related field.* Four (4) years of progressively responsible experience in Public Housing or affordable housing operations.* A minimum of two (2) years of supervisory or management experience.* An equivalent combination of education and experience may be considered.**Preferred Qualifications*** Master’s degree in a related field.* HUD-related certifications such as Public Housing Manager (PHM) or other recognized housing certifications.* Experience working within a large metropolitan housing authority. #J-18808-Ljbffr
