Overview The Ohio Consumers’ Counsel advocates and educates to secure affordable, reliable and equitable residential utility services for Ohioans. This position is an opportunity to help consumers, including at‑risk and low‑income Ohioans, regarding justice for their electric, natural gas, telephone and water utility services.

Job Responsibilities Public Affairs Media Specialist/Web Developer will provide web development services that further the online and digital presence of the Ohio Consumers' Counsel (OCC). Under general direction of the agency director and the public affairs director, the incumbent designs, configures and maintains OCC’s public website, intranet, social media and digital products. Responsibilities include:

Providing website development, implementing and assisting with others’ web designs and maintaining and programming services for OCC’s public website and intranet.

Creating and updating page layouts, website styling (colors and fonts) and page features (animations and pictures) within the Drupal CMS framework and deploying upgrades to the CMS framework.

Assisting OCC Public Affairs staff and others by developing and enhancing internet and intranet sites that are customer and mission focused.

Recommending policies, procedures and technologies regarding hardware and/or software to ensure OCC web‑based communication techniques and platforms meet agency expectations for service to the public.

Ensuring website is accessible across devices and browsers, including different screen sizes, tablets and smartphones.

Developing web‑based features and tools to serve consumer interests such as rotators, sliders, counters, clickable information and landing pages.

Developing web‑based forms to enable consumers to contact the OCC and integrating data from various back‑end services and/or databases.

Writing Cascading Style Sheets to strengthen OCC theming and presentation of web content.

Analyzing the use and effectiveness of web site layout and content through website analytics.

Providing training to other OCC staff on website systems and services (e.g., Drupal, Apache).

Writing website and end‑user documentation for managing the agency website and creating and maintaining software documentation.

Assisting OCC with determining and adopting new web technologies to enhance OCC’s relationship with Ohio’s residential utility consumers.

Performing other duties as assigned by the Agency Director and Public Affairs Director.

Qualifications

Bachelor’s degree in information technology, web design or related field.

At least three (3) years of related work experience in website design, development and programming.

In‑depth knowledge and experience with Drupal CMS, Apache web server, MySQL and website analytics.

Proficiency in website development, layout and design.

Knowledge of public relations and media practices.

Ability to gather, collate and classify information.

Proficient coding skills in HTML, XML, CSS, PHP (limited) and JavaScript.

Understanding of search‑engine optimization methods and techniques.

Strong problem‑solving abilities.

Proficient in English grammar and composition.

Willingness to assist with other projects in the Public Affairs Department.

Familiarity with Linux system administration.

Supplementary Information Employment is contingent upon successful completion of a background check and a drug test.
