Job Summary The Lead eServices Tax Analyst 2 serves as team lead and subject‑matter expert for the eServices unit, implementing and maintaining the electronic filing systems for all tax types (individual income, business tax returns, TPT, withholding tax) using third‑party tax software. The role analyses and interprets Federal and State tax laws, case law, and rules, and provides support by planning, developing, coordinating, reviewing, and participating in maintenance and special projects. The analyst acts as the liaison between ADOR’s Information Technology district, software vendors, and internal business users, engaging with customers to deliver support, and compiling regular reports. The position may perform complex management studies and coordinate projects. The role is available for remote work on a full‑time basis within Arizona.
Responsibilities
Serve as team lead and subject‑matter expert for the eServices unit; act as point of escalation, peer mentor, and backup monitor for the supervisor.
Analyze and interpret State, Federal, and local codes, laws, and rules to prepare reports and support work activities.
Review new legislation, prepare guidelines, summaries, and recommendations to advance and maintain the agency’s electronic filing systems.
Investigate taxpayer problems, interpret statutes and regulations, exercise judgment, and resolve issues.
Draft detailed reports based on research, analysis, and evaluation related to projects, conditions, or proposals.
Evaluate existing and proposed policies, procedures, systems, and practices; document findings, prepare comprehensive reports, and recommend changes to management.
Coordinate implementation of process and system improvements and develop training materials and manuals.
Analyze survey results, recommend practical solutions, and implement approved changes; design and modify automated and manual systems as needed.
Provide guidance to the E‑Services team, plan and direct maintenance activities, and provide direct customer assistance via phone, email, or in‑person.
Serve as liaison between software vendors, businesses, and ADOR’s Information Technology division.
Provide technical system support for internal team members and maintain internal and external partnerships to promote the agency’s objectives.
Knowledge, Skills & Abilities (KSAs) Education & Experience
Any combination that meets the KSA; typically a relevant bachelor’s degree, training, coursework, or work experience.
Minimum of five years’ experience in tax and/or business systems analysis.
Previous experience leading or participating in continuous improvement efforts.
Knowledge/Understanding
Principles and practices of auditing and accounting.
Federal and State laws, case law, and rules governing taxes administered by the agency.
Principles of public administration with emphasis on effective planning, organization, and management.
Principles and techniques of automated information systems analysis, design, modification, and implementation.
Research methods and reporting techniques used in administrative studies.
Operational, programmatic structures, applicable legislation, rules, regulations, standards, policies, procedures, resources, and priorities.
Policies and procedures for the ADOR internal and external tax filing systems (TAS, AZTaxes, eFile, TPTFile Webfile).
Skills
Effective verbal, written, and listening communication skills.

Proficient in mathematics (addition, subtraction, division, multiplication, fractions, ratios, averages, basic algebra).

Proficiency with PC in a Windows environment, Internet, MS Office applications (Outlook, Word, Excel, PowerPoint), and Google Suite (Gmail, Sheets, Docs, Drive).
Experience with Altova XMLSpy and/or Azure DevOps.

Clear a comprehensive background and clearance process, including Arizona tax compliance verification and a criminal background check.
Work independently and collaboratively as part of a team.
Apply auditing and accounting methods, interpret laws and regulations, conduct research, perform quality‑control reviews, and provide effective guidance on program and project development.
Maintain confidentiality in handling sensitive information.
Apply LEAN concepts, principles, and tools.
Analyze and solve problems using intermediate analytical skills, identifying causes, organizing data, and determining options and solutions.
