North Wind Services is actively seeking a highly motivated individual with strong technical skills and a commitment to excellence to join our supplemental labor team supporting the Department of Energy at Lawrence Livermore National Laboratory (LLNL). Our team contributes to national security through science, technology, and engineering at vital federal research and development installations.

Successful candidates will be employees of North Wind Services, a premier government contractor dedicated to employing well-qualified personnel to advance LLNL\'s mission in Livermore, CA. While employed by North Wind Services, the employee will take day-to-day directions from LLNL technical personnel. Operations & Business has an opening for a Learning Experience Design (LXD) Specialist to provide a full range of services including planning, designing, developing, and coordinating new and existing professional development, onboarding and compliance training programs for the Laboratory.
You will use a systematic approach to training, development, analysis, and instructional design for adult learners, leveraging human-centered design, the latest learning systems, web-development apps, and graphic art tools to build advanced training programs. These positions are in the Human Resources (HR) Directorate and report to the Learning and Development (L&D) Group Leader in the Workforce Development (WD) Division.

Responsibilities
Apply instructional design theories and best practices to assess needs, analyze complex content, define audiences, select delivery methods, and evaluate training effectiveness.
Design and develop learner-centered training across ILT, virtual ILT, eLearning, and micro media, including objectives, scenarios, assessments, storyboards, scripts, multimedia, job aids, and instructor materials.
Develop interactive online learning using Articulate Storyline (Windows 11) while ensuring content accuracy, accessibility, consistency, and alignment with design standards.
Leverage interdisciplinary approaches (UX, interaction design, multimedia, cognitive science) and emerging technologies to create engaging, scalable, web-based learning solutions.
Collaborate cross-functionally with SMEs and stakeholders to prioritize needs, define objectives, manage timelines, present drafts, and deploy effective learning solutions.
Maintain and update courseware to reflect changes in policies, procedures, and regulatory standards; incorporate lessons learned and audit findings.
Publish and manage digital learning assets using SCORM and xAPI for reuse and tracking across learning systems.
Create and execute design, release, and project plans; manage multiple initiatives concurrently and meet deadlines in a dynamic environment.
Adapt quickly to evolving requirements and perform other duties as assigned.
Essential Skills, Knowledge, and Abilities
Bachelor's degree in Instructional Design, Education Technology, or related field; or equivalent combination of education and related experience.
Significant experience implementing instructional technology models and designs, applying adult learning theory, web-based training interface design, simulations, interactivity, hypermedia, SCORM, xAPI, and tutorials in training applications.
Intermediate to advanced experience with course authoring software such as Articulate Storyline, Articulate Rise, Camtasia, Lectora, Adobe Captivate, or others.
Advanced knowledge of and experience managing instructional design and learning development projects, focusing on integrating adult learning principles and various web-based training interface designs.
Experience with Adobe CC applications used for multimedia design (Illustrator, Photoshop, InDesign, Premiere, Acrobat Pro, Audition) and other tools (Snagit, Media Encoder, After Effects, Canva, Pixlr, GIMP) a plus.
Advanced verbal and written communication, interpersonal facilitation and collaboration skills to assess, edit, present, explain, advise, influence, and communicate course content to all levels of personnel.
Analytical, decision-making, critical-thinking and project management skills in instructional design, including SJTA, scope identification, design specifications and writing performance-based objectives.
Strong organization, project-management, and self-management skills with attention to detail to manage multiple complex tasks in a demanding environment with changing priorities and deadlines while providing high-level customer service.
Experience influencing and working effectively independently and in a matrixed team environment with broad cross-section of people and organizations and the ability to manage complex projects and tight deadlines.
Desired Skills, Knowledge, and Abilities
Intermediate to advanced skills with graphic design tools, such as Adobe Illustrator, to translate concepts into visual descriptions and presentations.
Basic understanding of animation concepts such as frame rates, timelines, and working in multiple layers on a stage.
Experience importing raw video clips into non-linear tools (e.g., Adobe Premiere, Final Cut Pro) for short-form video and sound editing, post-production, and export.
Special Requirements

Anticipated Government Clearance Level: P (position will be cleared to this level). The selected applicants will be subject to a federal background investigation and must meet eligibility requirements for access to classified information.
