Background: The Palm Beach County League of Cities, Inc. (the “League”) Board of Directors (“Board”) is now accepting written applications for an Executive Director. In the event that a currently serving elected official is selected for the Executive Director position, he or she will be required to resign from elected office, with the resignation being effective prior to signing an employment contract for the Executive Director position.
The Executive Director is the Chief Administrative Officer of the League and runs this non-profit, quasi-governmental, municipal membership organization, which is also a non-partisan 501(c)(4) entity. The League advocates for responsible public policy, best practices, and intergovernmental cooperation, all while protecting municipal “home rule” self-determination. The Executive Director serves in a full-time capacity pursuant to an employment contract, and at the direction and pleasure of the Board. The Executive Director shall not engage in outside employment for compensation so as not to detract, be in conflict, or interfere with the performance of functions and duties as Executive Director. The ideal candidate for the Executive Director position will bring multiple talents - exhibiting excellent administrative, fiscal, communication, political and policy advocacy, and social and interpersonal skills. The Executive Director is responsible for the daily business operations of the League. The Executive Director shall also be responsible for:
• Appointment, removal, and supervision of all League employees not otherwise provided for in the organizational Bylaws. • Regular meetings and open communication with the League President and/or Executive Committee. • Growth of the organization via expansion of the Associate Member roster, and general membership attendance encouragement for all Municipal and Associate Members. • Growth of the League’s scholarship program including funding and number of applicants. • Serve as the League’s representative, liaison and legislative advocate to the Florida League of Cities, the National League of Cities, the Palm Beach County Board of County Commissioners, other relevant local intergovernmental entities and stakeholders, and the Florida Legislature. • Travel is a requirement for the Executive Director to succeed in the performance of the job. Travel is required both within Palm Beach County, and outside of Palm Beach County (statewide and nationally). Trips outside of Palm Beach County can be two or more days in length requiring overnight stays. • Preparation and submittal of a proposed annual operating budget to the League’s Finance Committee and subsequently to the Board; ongoing fiscal management and keeping the Board fully advised as to the financial condition and future needs of the League. • Signatory on League contracts pursuant to approved appropriations of the Board. • Performance of any and all other such duties as assigned by the Board, Bylaws and/or the Articles of Incorporation, including but not limited to service as liaison to the Palm Beach County Emergency Operations Center as needed. • The Executive Director position is a salaried position. As such, the Executive Director is expected to be available and responsive, including after normal business hours and on weekends as necessary. This availability includes but is not limited to the Executive Committee, Board, and membership of the League
Desired Professional Qualifications: The following professional qualifications are preferred: • Bachelor’s degree with a minimum of 5-7 years’ relevant experience; alternatively advanced degree with a minimum of 3 years’ relevant experience. • Demonstrated local political, advocacy, and policy experience within the State of Florida. Such experience should include knowledge of Florida’s legislative process with proven leadership experience and a track record of working with elected officials, lobbyists, and Legislators. Existing stakeholder relationships within and a knowledge of Palm Beach County is preferred. • Direct experience and proven success record in managing staff and a team of employees. Excellent communication, interpersonal skills, and relationship-building abilities.
Advertised Compensation: Hiring Salary Range of $115,000.00 - $140,000.00 offered commensurate with experience, plus benefits package which includes health insurance, contribution to retirement plan, and a vehicle allowance. The Executive Director receives an annual performance review from the Board of Directors which may or may not result in upward compensation adjustments.
