Project-Program Director 4 $170,600–$295,400 What You Will Do The W93 System Development and Realization Group (Q-20) is seeking a Project Program Director 4 to lead the Program Office Team. You will work with the Q-20 Group Leader to build, develop, and manage the team responsible for the scope, schedule, and budget of the W93 program. This team includes program managers, weapon account managers, project controls staff, action officers, risk managers, and financial analysts. The selected candidate will be responsible for programmatic and line responsibilities for the Program Office Team and will interface extensively with NNSA and Navy customers, Sandia National Laboratories, Lockheed Martin Systems, and the Atomic Weapons Establishment’s Replacement Warhead program (UK). Q-20 defines, develops, and fields the warhead system for the newest Navy sub-launched ballistic missile weapon program, supporting DoD/Navy SSP and DoE/NNSA customers in defining mission need and corresponding technical and programmatic requirements. The W93 collaborates closely with Sandia and Lockheed, developing the re‑entry system, ensuring safe, secure, and reliable warhead performance and a relevant nuclear deterrent. Q-20 also incorporates the production agency teams (KCNSC, Pantex, SRS, Y‑12, LANL, and SNL) into the design, qualification, and realization processes.

You will also work with division managers and leaders in the areas of operational planning, strategic planning, program implementation, communications, and execution of projects and deliverables. You will be expected to recognize and act on opportunities to influence directions, policy, and vision, both internal and external to the organization, as well as conduct performance appraisals, salary management, recruiting and staffing, diversity, employee development, and address and resolve personnel issues.

Minimum Job Requirements

Knowledge and experience with program management of nuclear weapon development, sustainment, or life extension programs.

Experience developing execution/implementation plans that cover programmatic work from conception to completion including defining work breakdown structures to assign programmatic deliverables to projects, or develops other means to accomplish the work.

Works closely with project and line management to ensure performance and monitor and track cost, schedule, and progress against milestones.

Experience integrating schedules within LANL and with outside organizations (e.g., Sandia and Lockheed).

In-depth knowledge of and demonstrated experience in program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; and managing risk.

Demonstrated use of project management principles and tools to deliver product on schedule, while engaging multiple projects with differing priorities.

Demonstrated experience in interacting and integrating effectively with external and internal interfaces (to include DoD, NNSA, and other agencies); building trust, gaining consensus, and resolving conflicts while nurturing relationships.

Excellent interpersonal, oral, and written communication skills.

Ability to independently identify opportunities and resolve problems.

Position requires a Bachelor's Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Frequent travel to NNSA Headquarters and NNSA design/production agencies is required.

Ability to obtain a Q clearance.

Desired Qualifications

Advanced degree from an accredited institution (e.g., MBA, Masters of Science or Engineering).

Experience with U.S. Navy nuclear weapon system design and engineering.

Knowledgeable of LANL financial, scheduling, and business tools and procedures.

Demonstrated experience in management, supervision, and development of assigned employees in a moderate to large multidisciplinary team.

Ability to identify, recruit and retain innovative staff and support their development.

Knowledgeable of the system engineering process for system design.

Knowledgeable of the Weapon Acquisition Lifecycle (Phase 6.X or X process).

Location The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. The position commitment for this position is one year.
