GENERAL PURPOSE Supervises and participates in fire suppression activities, ensuring proper and prompt response to fire and hazard materials incidents to protect the lives and property of those in need of assistance. Maintains records and prepares reports as required. Performs medical assistance at the First Responder (EMR) Emergency Medical Responder level as certified.
SUPERVISION RECEIVED Under general supervision, reports to the Fire Captain.
SUPERVISION EXERCISED Supervises assigned personnel in the absence of the Fire Captain.
ESSENTIAL DUTIES AND RESPONSIBILITIES Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
Responds to emergency incidents and assumes command until relieved by senior officer, ensuring prompt response with appropriate equipment and manpower.
Participates in fire prevention and public fire safety education activities. Prepares pre-fire plans as directed.
Reviews reports submitted by subordinates for completeness and accuracy; completes and submits reports regarding shift activities; assists with fire inspections; supervises special programs or projects as assigned.
Keeps abreast of new technology, methods and regulations for fire prevention and suppression operations; attends meetings, conferences and continuing education classes as required and/or appropriate.
Receives, reviews, prepares and/or submits a variety of documents, including fire reports, vehicle/equipment maintenance reports, rosters, schedules, inventory reports, incident reports, equipment requests, various logs, reports, memos, and correspondence, etc.
Operates fire engines and motor vehicles; utilizes all fire suppression equipment, power tools, self‑contained breathing apparatus, rescue equipment and various office machines, including a calculator, computer, typewriter, audio‑visual equipment, two‑way radio, camera, etc.
Interacts and communicates with various groups and individuals, such as the Fire Chief and other officers; co‑workers and subordinates; volunteers, Fire Academy personnel, City personnel, other fire departments, other emergency response agencies, other government agencies, law enforcement personnel, the general public, etc.
Provides compassionate Basic Life Support emergency medical treatment by doing an evaluation, treatment and stabilization of the critically ill or injured; responds to emergency rescue situations involving potential loss of life or bodily injury; maintains self‑control, manages and directs patient care at the scene of a prehospital emergency.
Participates in safety training, makes suggestions as necessary; serves on committees or inspection teams when appropriate. Works according to good safety practices as posted, instructed, and/or discussed.
Reports unsafe conditions or defects in equipment. Refrains from any unsafe behavior or act that might endanger self or fellow worker(s). Reports all accidents and incidents (including near misses) as soon as they occur. Follows safety rules and regulations and uses personal protective equipment.
Maintains prompt and regular attendance; adheres to City policies and procedures regarding absences and tardiness.
Provides exceptional customer service to internal and external customers.
May be required to report to the City’s Emergency Operations Center for emergency duty anytime the Emergency Operations Plan is activated.
Remains on 24‑hour emergency call status.
PERIPHERAL DUTIES Performs station, grounds and equipment maintenance as needed.
Performs related duties as required and/or directed by the Fire Chief.
Serves on various employee or other committees as assigned.
DESIRED MINIMUM QUALIFICATIONS Education and Experience:
High School Diploma or equivalent; and,
Three (3) years of progressively responsible experience and training in fire service programs; and
Completion of the South Carolina IFSAC Firefighter II, Driver/Operator, Fire Officer I; or,
Any equivalent combination of education and experience, which provides the necessary knowledge, skills and abilities.
Knowledge, Skills and Abilities
Knowledge of modern fire suppression and prevention procedures, techniques and equipment; applicable laws, ordinances, departmental standard operating procedures and regulations.
Skill in operating the listed tools and equipment.
Ability to: communicate effectively orally and in writing; exercise sound judgment in evaluating situations; effectively give and receive verbal and written instructions; establish and maintain effective working relationships with other employees, supervisors, and the public.
SPECIAL REQUIREMENTS
No felony convictions or disqualifying criminal histories within the past 10 years.
Must possess a valid South Carolina driver’s license, including Class E endorsement.
Must obtain and maintain EMR (Emergency Medical Responder) certification.
Must meet Department’s physical and medical standards, as well as physical standards of the National Fire Protection Association.
Must complete Department’s career development program within two (2) years of employment.
TOOLS AND EQUIPMENT USED Standard firefighting equipment, including, but not limited to, fire engines and motor vehicles, fire suppression equipment, power tools, self‑contained breathing apparatus, rescue equipment, fire apparatus, fire pumps, hoses, personal protective equipment, ladders, first aid equipment, and various office equipment, such as a two‑way radio, pager, personal computer, phone, fax, copier, calculator, typewriter, audio‑visual equipment, camera and other related tools and equipment.
