Job Description Title Code: OPS DIRECTOR: PLANNING DESIGN & CONSTRUCTION

JOB SUMMARY

Directs the planning, development, implementation, administration, and evaluation of the school system's facilities planning, design, and construction programs. Prepares staff recommendations on capital budgets and advises the Director of Facilities, Chief Operating Officer, Superintendent, and Board of Education on the viability of individual projects; provides information regarding planned projects and projects under design and construction to the Board of Education, Superintendent and staff, County Council, county administration, students, parents, and public.

ESSENTIAL DUTIES/RESPONSIBILITIES

Coordinates and directs the planning, design, and construction activities and services for the Facilities Division.

Develops department goals aligned with the system’s strategic plan.

Identifies the need for renovations and additions to existing school facilities using school enrollment data; considers the adequacy of existing buildings for implementation of instructional programs. Requires feasibility studies as appropriate.

Works with instructional personnel, commissioned architects and engineers, local governmental planning, review and construction personnel, and educational representatives of the State Inter‑Agency Committee for School Construction to convert educational specifications to building plans.

Assures appropriate technical reviews of plans and specifications prepared by architects/engineers.

Collaborates with the Maintenance Department on the continuous school maintenance program involving general maintenance, electrical, grounds, paint, plumbing/heating/air‑conditioning, and environmental programs.

Serves as liaison with Central Office personnel involved in site acquisition, preparation of capital budget, and the six‑year capital improvement plans.

Reviews and recommends approval of schematic plans, design development, construction documents, and specifications.

Reviews the accuracy of design phase cost estimates; takes into consideration changes in the local economy.

Coordinates the bidding and construction schedules, reviews contract documents, addenda and recommends award of contracts.

Performs other related duties as assigned within the same classification or lower.

MINIMUM QUALIFICATIONS Education

Bachelor's Degree in engineering, architecture or related field of education from a regionally accredited college or university required;

Master's Degree in engineering, architecture or related field of education from a regionally accredited college or university preferred;

Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Experience

Ten (10) years relevant professional experience in the management/supervision of all phases of planning, design and construction of school/commercial building construction projects required; and

Seven (7) years specific management experience required;

Or an equivalent combination of education and experience which provides the required knowledge, skills, and abilities deemed sufficient to prepare the employee to successfully perform the duties of the position.

Knowledge, Skills, Abilities and Other Characteristics

Knowledge of estimating, cost control, scheduling, construction administration, quality control, specification writing, and space planning.

Knowledge of local, state and federal regulatory requirements related to area of functional responsibility.

Proven track record of successful project completions.

Ability to budget, make financial projections and write reports.

Proficient with design, engineering, and construction software.

Ability to review and produce construction plans, specifications, applicable building codes and regulations; ability to recognize deviations from such requirements; and the ability to appraise the quality and rate of construction progress on projects.

Ability to communicate effectively both verbally and in written form with diverse populations, including architects, engineers, contractors, Board of Education members, school system staff, employees of other governmental department/agencies, and the general public.

Ability to handle potentially sensitive situations by applying consultative skills in working with internal and external constituent groups.

Ability to prioritize work by making informed judgments and to develop solutions for complex problems.

Demonstrated ability to effectively work and communicate with diverse populations.

Demonstrated proficiency with business technology applications (e.g. Video/Web Conferencing, Microsoft Office Suite – Word, Excel, Outlook, and/or PowerPoint preferred).

Licenses and Certifications

Upon hire, Architect License. If issued by another state; must obtain within 1 year, a Maryland Architect License issued by Maryland Board of Architects required.

Upon hire, Driver's License (DL) Class C Non‑Commercial issued by Maryland or State of Legal Residence (MVA/DMV) required; and

Proof of a good driving record required.

Daily access to reliable transportation.

Driving Requirements

Driving is required to conduct bona fide Board business that is within the scope of employment in this position.

5% weekly day travel within the county to construction sites and Parham building.
