The Sr. Director, Portfolio Manager – Mission Partner Programs

is responsible for the leadership, execution, and growth of a

~$120M portfolio

delivering advanced operational, cybersecurity, and network capabilities to a diverse set of DoD mission partners.

Portfolio spans a mix of GSM‑O II‑aligned and standalone mission partner programs, including classified and special‑access efforts, supporting both enterprise‑scale infrastructure and forward‑deployed missions. The environment requires seamless integration of steady‑state operations, surge support, and phased capability delivery.

The portfolio is organized across several core capability domains:

Defensive Cyber Operations & Security Infrastructure

– cyber defense, security monitoring, and protection of DoDIN mission systems

Network Operations, Transport & Enterprise Services

– global network operations, service delivery, and high‑availability infrastructure

Mission Partner & Expeditionary Support

– tailored IT and network capabilities supporting operational and forward‑deployed missions

Cloud, Data & Digital Modernization

– cloud migration (including AWS GovCloud), data‑driven operations, AI/ML, and automation

Innovation, Special Projects & Classified Programs

– rapid capability insertion, sensitive programs, and emerging mission solutions

Programs operate across

multiple security domains (Unclassified, Secret, TS/SCI)

and

CONUS/OCONUS locations , requiring disciplined execution, operational resilience, and strict compliance.

Primary Responsibilities Portfolio Leadership & Execution

Provide

end‑to‑end leadership

across a heterogeneous portfolio of mission partner programs spanning cybersecurity, network operations, and specialized mission support.

Maintain

overall accountability for cost, schedule, and technical performance

across all programs and task orders.

Ensure successful

transition of new capabilities into sustained operations , particularly for innovation‑driven and classified efforts.

Establish and enforce

execution rigor, program governance, and delivery discipline

across geographically dispersed teams.

Customer Engagement & Mission Alignment

Serve as the

senior point of contact

for DoD mission partners, including DISA and associated stakeholders.

Maintain

direct engagement with senior government leadership , aligning priorities and shaping mission outcomes.

Communicate

critical and time‑sensitive program information

to executive leadership and government representatives.

Financial & Operational Performance

Own

portfolio‑level financial performance , including revenue, operating income, and margin.

Execute against the

Annual Operating Plan (AOP)

while identifying opportunities to improve efficiency and profitability.

Partner with Program Managers to ensure

strong program control, forecasting accuracy, and cost management .

Innovation & Technical Delivery

Drive delivery of

transformational capabilities

aligned to DISA and DoD modernization priorities.

Enable adoption of

cloud, AI/ML, automation, and data‑driven operations

across the portfolio.

Partner with architecture and engineering leadership to

scale innovative solutions into operational environments .

Integration & Cross‑Portfolio Alignment

Collaborate with

GSM‑O II and adjacent portfolio leaders

to drive integration, reduce redundancy, and maximize operational efficiency.

Align mission partner efforts with

enterprise DISN/DODIN operations and innovation roadmaps .

Growth & Strategic Expansion

Lead and support

on‑contract growth , including new work, option expansions, and mission partner opportunities.

Contribute to and lead

capture and proposal efforts , particularly in classified and emerging capability areas.

Identify and shape

new business opportunities

aligned to mission partner priorities.

People Leadership

Lead and develop a

high‑performing organization

of program managers, engineers, and technical specialists.

Drive

talent acquisition, development, and retention , including cleared and specialized personnel.

Foster a culture of

accountability, innovation, and continuous improvement .

Basic Qualifications

Bachelor’s degree in a related field with

12+ years of experience , or master’s degree with

10+ years of experience .

10+ years of leadership experience

managing large‑scale programs or portfolios.

Demonstrated experience managing

complex portfolios or programs exceeding $100M annually .

Proven track record of

executing programs across cost, schedule, and technical performance .

Experience operating within

classified environments , including programs with elevated security requirements.

Strong background in

IT, network operations, cybersecurity, or digital modernization .

Experience engaging with

senior government leadership and stakeholders .

Demonstrated ability to lead

large, geographically dispersed teams .

Experience managing

financial performance , including forecasting, margin, and cost control.

Excellent written and verbal communication skills, including

executive‑level briefings .

Active

DoD Top Secret clearance with SCI eligibility , or ability to obtain.

Demonstrated experience delivering software or other capabilities into operations.

Preferred Qualifications

Prior experience supporting

DISA and DoD mission partners .

Experience working with SAP or IC environments.

PMP and/or ITIL certification.

Experience leading

cloud migration and digital modernization initiatives .

Background in

Defensive Cyber Operations, enterprise network operations, or large‑scale IT systems .

Demonstrated success driving

innovation adoption within operational environments .

Pay and Benefits Pay Range: $154,050.00 – $278,475.00.
