NTT DATA seeks an experienced Program Manager to lead delivery of enterprise Cybersecurity and Networking services in a complex federal IT environment. The role provides senior leadership and execution oversight for mission‑critical network infrastructure and cybersecurity operations.

Job Summary

As the Program Manager for Cybersecurity & Networking Services, you will oversee secure network architecture, cybersecurity engineering, security operations, compliance activities, and modernization initiatives across on‑premises and cloud environments. You will ensure services are delivered reliably, securely, and in alignment with mission priorities, federal security requirements, and contractual obligations.

Job Duties

  • Serve as the primary point of contact for government leadership across the cybersecurity and network engineering scope.
  • Guide planning, execution, and integration of current and emerging technologies supporting secure network infrastructure and enterprise security operations.
  • Oversee delivery teams responsible for:
    • Enterprise network architecture, routing, switching, and inter‑site connectivity
    • Network modernization and lifecycle management
    • Cybersecurity engineering and security tool management (e.g., firewalls, IDS/IPS, SIEM, EDR, vulnerability management)
    • Security operations, incident response, and threat monitoring
  • Manage program governance activities including integrated scheduling, risk and issue management, dependency tracking, and quality assurance.
  • Develop and maintain program management plans, staffing strategies, and resource forecasts.
  • Oversee financial management, including budget tracking, forecasting, cost controls, and coordination with contracts and finance teams.
  • Lead recurring program reviews, operational briefings, and executive‑level status updates covering security posture, network performance, risks, and corrective actions.
  • Ensure compliance with federal cybersecurity frameworks, contract requirements, and SLAs.
  • Support system authorization efforts and oversight of security documentation and audit readiness.
  • Drive modernization initiatives, including zero‑trust alignment, network segmentation, automation, and security tool optimization.
  • Support disaster recovery (DR) and continuity of operations (COOP) planning and testing.
  • Promote continuous improvement across security operations, network reliability, and service delivery.

Basic Qualifications

  • Master's degree (or 1½ years additional experience can substitute for 1 year).
  • Minimum 12 years of IT experience.
  • Minimum 7 years managing or supporting enterprise‑scale cybersecurity and/or network infrastructure programs, including delivery, performance, compliance, and staffing.
  • Minimum 5 years managing cross‑functional technical teams of 5+ people in network engineering, cybersecurity operations, or infrastructure services.
  • Minimum 3 years applying program and project management methodologies (PMI principles and at least one of Agile, DevOps, Lean IT, or ITIL).
  • Must be a U.S. citizen able to obtain a Public Trust Security Clearance.

Preferred Qualifications

  • Experience managing enterprise‑scale cybersecurity and/or network infrastructure programs.
  • Experience operating in regulated environments applying federal security frameworks (NIST, RMF, FISMA).
  • Experience managing cross‑functional technical teams supporting network engineering and security operations.
  • Experience applying PMI‑based program management principles and supporting Agile, DevOps, Lean IT, or ITIL practices.
  • Experience supporting enterprise cybersecurity and network modernization initiatives.
  • Experience overseeing SOC, incident response, or vulnerability management programs.
  • Experience supporting system authorization and audit readiness.
  • Certifications such as PMP, CISSP, CISM, ITIL 4, CCNP/CCIE.
  • Strong financial and acquisition management experience within federal IT programs.
  • Demonstrated people leadership, including performance management and team development.
  • Excellent written and verbal communication skills, including briefing senior government or executive leadership.
