Job Summary Responsible for identifying, evaluating, and recommending prospective new work within U.S. Government contracting markets, including Defense, Space, and other strategic engagements with U.S. and allied governments. Develops capture strategies and directs proposal preparation to win new business opportunities. Coordinates with functional departments, leads proposal preparation and negotiations, and maintains customer and strategic teaming partner relationships.
Major Responsibilities
Maintain and improve relationships with customers and build relations with prospective customers; assist other M&BD professionals and senior management with departmental efforts.
Build and maintain relationships with appropriate middle and senior management executives in customer organizations and strategic teaming partners.
Keep informed of customers’ present and future plans for growth, projects, and programmatic and technical requirements.
Demonstrate how Bechtel can help meet customers’ requirements and expectations.
Actively participate in planning the business development/capture strategy for specific prospects, monitor competitor activity, analyze pricing trends, and assess reasons for wins/losses.
Prepare and coordinate proposals, manage proposal win plans and budgets.
Develop teaming and pricing strategies and lead proposal and pricing reviews with functional and senior managers.
Provide updates to functional management on prospect status, coordinate staffing needs, and obtain management approval as required.
Support development of strategy and lead proposal presentations and fee negotiations with customers.
Support preparation of contracts and obtain corporate approval for awarded projects.
Research current and future strategic markets and recommend new services and industry markets for pursuit.
Maintain active presence in the industry with strategic teaming partners and subcontractors, including small and disadvantaged businesses.
Education and Experience Requirements
Level I:
Bachelor's degree and 9 years of related work experience; 15 years of related work experience in lieu of a degree.
Level II:
Bachelor's degree and 13 years of related work experience; 19 years of related work experience in lieu of a degree.
Must have the right to work and remain in the U.S. without sponsorship.
Ability to travel for business purposes.
Required Knowledge and Skills
Knowledge and experience in the U.S. Defense industry.
Knowledge of large infrastructure projects and expertise in EPC contract and subcontract preparation and negotiations, project planning, scope definition, and cost estimation preferred.
Knowledge of markets, competitors, potential teaming partners, customer buying factors, pricing strategies, trends, and work scope.
Knowledge of company operations and capabilities.
Knowledge of current industry technology.
Ability to plan and organize resources and manage time to perform duties independently.
Familiarity with corporate policies and directives related to proposals and contracts.
Research and analysis skills, including extraction of pertinent data from broad data sets.
Oral and written communication skills with ability to make presentations to customers and management.
Experience in management, supervision, and personnel administration functions, including selection and training.
Experience developing prospects with customers and demonstrated performance required.
