Job Summary
The Purchasing Specialist is responsible for procuring materials, equipment, supplies, and services of a specialized or complex nature in accordance with organizational purchasing policies and procedures. This role supports cost‑effective procurement strategies, evaluates purchasing processes, and manages vendor relationships to ensure quality, efficiency, and compliance. The Purchasing Specialist plays a key role in sourcing, bid management, contract administration, and continuous improvement of procurement operations.
Key Responsibilities
Review and process purchase requisitions for accuracy, completeness, and compliance with policies
Procure materials, equipment, supplies, and services in a timely and cost‑effective manner
Monitor purchase orders and manage change orders as needed
Ensure proper documentation and recordkeeping of procurement activities
Strategic Sourcing & Cost Management Develop and implement cost‑effective purchasing strategies aligned with organizational goals
Analyze purchasing trends and identify opportunities for cost savings and process improvements
Recommend improvements to procurement workflows and requisition processing methods
Vendor Management & Sourcing Identify, evaluate, and develop sources of supply for goods and services
Build and maintain strong relationships with vendors and suppliers
Evaluate vendor performance based on quality, cost, and delivery metrics
Bidding & Contract Administration Prepare bid specifications, formal bid invitations, and requests for proposals (RFPs)
Issue bid requests and solicit quotes from qualified vendors
Analyze bids, quotes, and proposals to determine best value
Select and recommend vendors for award of contracts
Administer contracts to ensure compliance with terms and conditions
Compliance & Process Improvement Ensure all purchasing activities comply with company policies, legal requirements, and ethical standards
Monitor procurement processes and recommend enhancements to improve efficiency and effectiveness
Support audits and maintain transparency in procurement practices
Qualifications
Education: Bachelor's Degree
Experience:
Junior: 0‑3 years of experience in maintenance, logistics, or facilities operations
Senior: 10+ years of experience in maintenance, logistics, or facilities operations
Clearance: Secret
Required Skills:
Strong analytical and problem‑solving skills
Knowledge of procurement processes and contract administration
Effective negotiation and vendor management skills
Attention to detail and organizational skills
Proficiency in Microsoft Office and procurement systems
Preferred Skills:
Experience with strategic sourcing and cost reduction initiatives
Familiarity with government or regulated procurement environments
Knowledge of supply chain best practices and compliance standards
Certification such as CPSM (Certified Professional in Supply Management) or similar
Work Environment & Physical Requirements Primarily office‑based environment. May require occasional interaction with vendors, warehouses, or operational sites.
Work Schedule Full‑time position with standard business hours. Occasional extended hours based on business needs.
