Job Description San Francisco Public Utilities Commission (SFPUC) seeks a Principal Administrative Analyst I (Real Estate Analyst) to assist in furthering the goals and policies of the SFPUC. Under general direction, the Real Estate Analyst will work on complex transactions for the lease, acquisition, and sale of non‑residential real estate, supporting the Real Estate Services Division’s mission of maximizing SFPUC revenue through renting property and acquiring land and easements for capital projects.

Responsibilities Key duties include:

Daily analysis of title documents.

Communicating orally and written with internal and external stakeholders.

Drafting and negotiating new leases, purchase and sale agreements, easements, licenses, and other agreements.

Preparing complex real‑estate reports, graphics, and spreadsheets for the department, the Commission, and the Board of Supervisors.

Creating maps in the Geographic Information System (GIS) platform.

Making recommendations on land‑related environmental, economic and legal issues, including assessments pursuant to the California Environmental Quality Act, local ordinances, general plans, and title transfers.

Reviewing projects for compliance with SFPUC policies and standards.

Serving as a liaison with regulatory and advisory bodies, and collaborating with other divisions to resolve land‑use and environmental issues.

Performing other job‑related duties as required.

Qualifications Possession of a baccalaureate degree from an accredited college or university and five (5) years full‑time equivalent experience performing professional‑level analytical work in areas such as budget, contract, grant, policy, or related functional areas.

Substitution: possession of a graduate degree (Master’s or higher) in a related field may substitute for one (1) year of experience. Additional experience may substitute for equal degree requirements up to a maximum of two (2) years.

Experience drafting and negotiating complex real‑estate agreements.

Experience managing a database or large data sets.

Experience analyzing deeds, maps, and other title instruments.

GIS experience.

Experience presenting to public officials, agencies, and community organizations.

Juris Doctorate or Master’s Degree in Public Administration, Urban Studies, Planning, Real Estate Business Administration, or a closely related field.
