POSITION SUMMARY Under the guidance and direction of the Portfolio Supervisor, the Property Manager is responsible for the day‑to‑day operation of the assigned apartment buildings according to the management plan all regulatory and investor requirements. Responsible for quality service to the residents and efficient operation of the building physically, economically, and socially. Provides direct supervision of Assistant Property Managers, Maintenance staff, Housekeepers and Groundskeepers. Supervisory duties include but are not limited to monitoring staff performance, providing training and feedback to assigned personnel, monitoring and verifying all time and attendance for assigned employees. This position may require bilingual language skills in English and Spanish.
RESPONSIBILITIES AND ESSENTIAL FUNCTIONS
Oversees and directs the day‑to‑day operation of assigned properties.
Participates in the orientation and supervision of assigned staff. Ensures all staff provide high standards of customer care resulting in superior customer satisfaction.
Provides direct supervision of Assistant Property Managers, Maintenance staff, Housekeepers and Groundskeepers.
Develops and implements marketing and advertising plans to maintain optimum levels of occupancy.
Ensures that all leasing, certifications, recertifications and file audits are conducted in accordance with program requirements.
Maintains compliance documentation in accordance with applicable funding requirements. Obtains compliance approval for all new move‑ins and re‑certifications.
Manages the financial activities of the properties to accomplish objectives. Codes invoices and submits to central office for entry into A/P system.
Assists in preparation of annual property operating budget in conjunction with the Portfolio Supervisor. Monitors budget, analyzes variances, and implements corrective action.
Enforces leases, occupancy policies, company policies and procedures.
Resolves tenant concerns and complaints effectively in accordance with MWHS high standards for customer service.
Conducts physical inspections to ensure completeness and quality of work performed and the property is being maintained in accordance with program requirements and Federal, State, and local laws.
In conjunction with Portfolio Supervisor, initiates and oversees capital improvement projects to ensure the long‑term viability of the development.
Follows and enforces all fair housing and local landlord and tenant laws and regulations.
Attends training for continued professional growth.
Encourages community development and makes referrals to and collaborates with Resident Services Coordinators.
Participates in affordable housing advocacy.
Ensures implementation of LEED green building operations and maintenance policies. Assist with sustainability‑oriented activities and education.
Regular and consistent attendance required.
WORKING CONDITIONS Work Environment: Works in various office settings. Transports self to MWHS properties and central office.
EDUCATION High School diploma or equivalent required. College coursework or training in property or real estate management with a bachelor's degree preferred.
EXPERIENCE
Minimum of 1 year experience in Housing, or property management required.
Computer experience including MS Word and Excel; property management software; Yardi preferred.
Prefer prior Property Management supervisory experience.
Experience managing Tax Credit properties.
LICENSE, CERTIFICATION, REGISTRATION Valid Driver's License and good driving record are required. May be required to transport self to off‑site locations. Specialist in Housing Credit Management (SCHM) or ability to obtain in one‑year, ARM or CAM preferred.
