Defense Proposals & Business Development Manager
Position Summary
We are seeking a highly organized proposals and business development professional to support government contracting, defense capture efforts, pricing, and commercial sales operations. This role will lead proposal coordination for defense and government solicitations while supporting pipeline development, quoting, CRM management, and executive reporting.
Key Responsibilities
Government Proposals & Capture Support
Lead and coordinate responses for RFIs, RFQs, RFPs, and sole-source submissions.
Develop proposal schedules, track deliverables, and coordinate with operations, finance, legal, and quality teams.
Draft and assemble proposal sections including technical, management, past performance, and pricing volumes.
Ensure all submissions comply with government solicitation requirements and formatting standards.
Maintain and enhance proposal content libraries, including capability statements, certifications, boilerplate language, and past performance records.
Support capture activities by maintaining pursuit trackers, attending reviews, and coordinating gate review materials for leadership.
Monitor procurement platforms such as SAM.gov and FPDS for relevant opportunities, forecasts, and sources sought notices.
Research government programs, acquisition timelines, and contracting offices to support pursuit strategies.
Maintain accurate opportunity data, probability estimates, and forecast details within the CRM system.
Assist with customer meetings, industry events, facility visits, presentations, and capability briefings.
Manage quoting activities for government and commercial opportunities.
Coordinate with finance and operations teams to develop accurate pricing based on cost, capacity, and lead times.
Support cost volume creation, labor and material estimates, should-cost analysis, and price-to-win strategies.
Ensure compliance with Defense Priorities and Allocations System (DPAS), FAR, and DFARS requirements.
Provide inside sales support for manufacturing, aerospace, medical device, and industrial accounts.
Support lead qualification, follow-up activities, customer order coordination, and account management.
Maintain CRM records, sales activity logs, and pipeline accuracy.
Assist with trade show planning, customer visits, and marketing materials.
Prepare weekly and monthly reports on pipeline activity, proposal status, forecast updates, and win/loss trends for executive leadership.
Ensure CRM accuracy and consistent sales process discipline across the business development team.
Qualifications
Bachelor’s degree in Business, Engineering, Political Science, or a related field preferred; equivalent experience will be considered.
Minimum 4 years of experience in defense proposals, capture management, or government business development support.
Experience preparing compliant proposals for Department of Defense or Department of Energy opportunities.
Strong understanding of federal procurement processes, government solicitations, and compliance requirements.
Familiarity with CRM systems such as Salesforce or HubSpot and strong proficiency in Microsoft Office tools.
Experience with cost modeling, pricing strategies, and price-to-win analysis is preferred.
Knowledge of specialty metals, refractory materials, or industrial manufacturing is a plus.
Excellent writing, organization, and multitasking skills with the ability to manage multiple deadlines effectively.
This position can be based on-site in Laramie or performed remotely with occasional travel to company facilities, customer locations, and industry events. Remote employees must be available during Mountain Time business hours.
