Are you the person who reads a draft proposal and immediately sees what’s missing, the sharper angle, the stronger differentiator, the line that actually answers what the evaluator is asking? We’re looking for a Proposal Manager who doesn’t just run the process, but elevates the work.

At FWI, our Proposal Manager sits at the intersection of strategy and execution. You’ll own the full proposal lifecycle, coordinating across business development, operations, and subject matter experts, but your defining contribution is making proposals better. That means rolling up your sleeves sharpening narratives, pressure‑testing compliance, and translating technical depth into clear, compelling value for government evaluators.

This role is for someone who has the organizational instincts to keep a complex effort on track and the writer’s instinct to know when a section needs to be rebuilt from scratch.

Work Schedule and Location Remote. This full‑time remote position will work Monday through Friday with the possibility of extended hours depending on proposal timelines and due dates.

Responsibilities

Owning the value proposition and the positioning of the technical approach or response elements

Diving into RFPs, uncovering requirements and evaluation criteria, and crafting compliance matrices

Driving proposal success by utilizing tools for scheduling tasks, tracking progress, and ensuring proposals are compelling and compliant

Guiding proposal reviews, orchestrating color team sessions, and refining documents

Collaborating closely with internal and external teams, gathering vital information, and aligning with proposal goals

Speaking the language of government, military, and engineering, bringing invaluable insight to the table

Developing and executing a comprehensive proposal strategy aligned with organizational goals, ensuring proposals are in line with the company’s vision and objectives

Overseeing the end‑to‑end proposal process, including planning, coordination, writing, and submission, ensuring adherence to deadlines and compliance with requirements

Participating in continuously improving proposal processes and templates to increase efficiency and effectiveness

Managing team resources effectively, assigning tasks according to strengths and workload capacity

Assisting in performance evaluations and providing constructive feedback to team members to enhance their skills and performance at the proposal level

Implementing quality control measures to review and refine proposal content, ensuring accuracy, consistency, and alignment with client needs and proposal guidelines

Facilitating communication and collaboration with internal stakeholders and external partners, fostering solid relationships and addressing any concerns or feedback

Identifying and mitigating potential risks and challenges associated with proposal development, proactively addressing issues to minimize disruptions and maximize the likelihood of successful proposal outcomes

Qualifications

U.S. citizenship is required due to government contract requirements and access to controlled information

Employment is contingent upon successful completion of a background investigation and meeting all applicable government suitability requirements

Bachelor’s degree in a relevant field or equivalent experience

5+ years of demonstrated experience in proposal compliance management within the GovCon industry (Compliance management includes pricing and technical compliance as well as the standard solicitation‑specific requirements)

Proven track record of success in navigating complex RFP requirements and facilitating compliant proposal responses

Exceptional proficiency in project management, with a keen ability to strategize, plan, and execute proposal activities effectively

Strong understanding of GovCon business development and proposal writing processes

Thorough familiarity with federal government, military, technical, and engineering concepts, terms, and acronyms

Ability to leverage AI tools (e.g., ChatGPT, Claude.ai, Perplexity, etc.) as part of the proposal process

Excellent communication skills, both verbal and written, with the ability to collaborate effectively across diverse teams and stakeholders
