Staffing Representative IV

Leidos is seeking a Program Delivery Coordinator to support the delivery of IT talent for clients in heavily regulated industries, including utilities and energy. This role partners closely with account leadership to execute full-cycle recruiting, deliver qualified candidates aligned to client needs, and support staffing initiatives in a fast-paced, compliance-driven environment. The ideal candidate is a self-starter who can manage multiple concurrent requisitions, operate with urgency, and work independently with minimal supervision.

Key Responsibilities

Own full-cycle recruiting for IT roles, including sourcing, screening, interviewing, and offer coordination.

Partner with hiring managers, account leadership, HR business leaders, and staffing leadership to understand client requirements, technical skill needs, and hiring priorities.

Build and maintain pipelines of IT talent across software development, cybersecurity, cloud, data, and infrastructure.

Independently manage interview coordination and scheduling efficiency while serving as a primary point of contact for candidates.

Deliver a high-quality candidate experience through timely communication, offer presentation, and salary negotiation.

Track recruiting activity, candidate progress, metrics, and pipeline health using Applicant Tracking Systems (ATS), recruiting management systems, Vendor Management Systems (VMS), and third-party databases.

Support onboarding and compliance-driven hiring activities, including background checks and other hiring requirements common in regulated industries.

Source both passive and active candidates using technology and sourcing tools to identify required skills and abilities.

Communicate recruiting progress, risks, trends, and candidate feedback to HR and senior management, and take initiative to resolve delivery challenges.

Support staffing strategy implementation, redeployment, transfers, outplacement, and recruitment initiatives that improve staffing effectiveness.

Mentor or provide guidance to other recruiters on advanced recruiting methodologies and practices as needed.

Required Technical Skills

Experience recruiting for IT or technical roles.

Experience with Applicant Tracking Systems (ATS) and/or recruiting management systems; Vendor Management Systems (VMS) strongly relevant.

Ability to source candidates for technical domains such as software development, cybersecurity, cloud, data, and infrastructure.

Knowledge of employment law, compensation philosophy and practices, salary negotiation, Equal Employment Opportunity, and Affirmaitive Action outreach.

Ability to collect, analyze, and act on recruiting metrics.

Ability to support compliance-driven hiring processes, including background checks and related requirements.

Preferred / Nice-to-Have Skills

Experience supporting clients in utilities, energy, or other regulated industries.

Familiarity with compliance-driven hiring processes such as background checks and drug screens.

Experience in a client-facing or account support role.

Understanding of technical skill sets and certifications related to cloud, cybersecurity, and infrastructure.

Advanced degree preferred.

Qualifications & Experience

Bachelor’s degree in Business, Human Resources, Information Technology, Computer Science, or related field; additional years of experience may be considered in lieu of degree.

5+ years of experience in recruiting, staffing, or talent acquisition.

Proven ability to operate as a self-starter in a fast-paced, high-volume environment with minimal supervision.

Strong organizational and time management skills with the ability to manage competing priorities, adapt to shifting deadlines, and maintain accuracy.

Demonstrated sense of urgency, accountability, and ownership in meeting recruiting and delivery goals.

Exceptional verbal and written communication skills, with the ability to engage candidates and internal stakeholders effectively.

Strong business acumen and the ability to work independently on complex staffing problems using sound judgment.

U.S. Citizenship required; Green Card also acceptable per intake notes.

No security clearance required.

About the Team / Company Leidos supports critical infrastructure clients and is seeking a Program Delivery Coordinator to support IT talent delivery for localized utility clients in New Jersey.
