CLOVEHITCH is seeking a Program Director to lead the delivery of case processing and operational support services for the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Foreign Labor Certification (OFLC). This role is responsible for ensuring the effective execution of services supporting temporary and permanent labor certification programs and prevailing wage determinations. The Program Director will oversee program performance to ensure timely, accurate, and compliant processing of employer applications; drive administrative efficiencies and cost-effective operations; and serve as the primary liaison with the client to support OFLC’s mission of delivering high-quality workforce and immigration-related services. This position is contingent upon contract award.
Supervisory Responsibilities
Provides leadership to the Project Manager and contract staff
Oversees staffing allocations and performance management
Principal Duties and Responsibilities
Serve as primary Point of Contact with the client
Manage all aspects of contract requirements
Coordinate schedules and activities across programs
Monitor cost, schedule, and performance
Prepare performance and production reports
Identify risks and implement solutions
Required Experience, Skills and Abilities
7–10 years program/project management experience
Strong leadership and stakeholder management skills
Experience managing complex programs
Education and Other Requirements
Bachelor’s degree required
Due to federal contract requirements, this position is restricted to U.S. citizens with eligibility for a suitability clearance

Graduate degree (MBA, MPA, JD)
PMP certificationFederal contract experience
Physical Demands Primarily sedentary office work.
Position Environment, Type & Hours of Work Full-time, exempt; client site located in Washington, DC, with potential for some hybrid work; standard business hours.
