Proposal Manager
Credence is seeking a highly motivated, hands‑on, detail‑oriented Proposal Manager to support IT solution‑based proposals in the Federal sector. The role will lead proposal team processes and facilitate SME collaboration and support personnel for solution storyboarding, proposal development, writing, coordination, and production activities.
Responsibilities
Manage and write small- to large‑scale strategic proposals for Federal government agencies, independently or as part of a proposal team, handling all elements including storyboarding, facilitation of SME solution development, copy editing, Word processing, template formatting, etc.
Manage and execute scorecard‑based proposals, documenting highlights and tags to substantiate points claimed, and produce experience summaries.
Lead or assist SMEs in the technical approach storyboarding, solutioning and writing processes, ensuring alignment with win themes, solution strengths, customer challenges, and market research.
Create proposal‑related documents such as compliance matrices, win theme/strength/capability matrices, proposal outlines, schedules, proposal‑related questions, storyboards, color‑review documents, final proposal documents, and oral presentation materials.
Communicate and facilitate with a diverse team of subcontractor and internal technical and management personnel, managing deliverables.
Write and edit technical approach volumes for technology‑based proposals, and lead and write various proposal volumes (technical, management, staffing, past performance, QA/QC, and resumes).
Develop and implement structured, repeatable proposal processes based on industry best practices.
Assist with Federal government proposal pricing development, if necessary.
Manage quick task‑order responses for existing IDIQ contracts, with turnaround deadlines as short as 7‑ or 10‑day periods.
Qualifications
5+ years of relevant experience in proposal management, writing, and facilitation of solution‑based responses to Federal Government RFPs, RFQs, FOPRs, etc.
5+ years of experience working with and guiding technical SMEs to storyboard and develop solutions.
Experience and working knowledge of managing and executing scorecard‑based proposals.
Working knowledge of using AI tools to support content research and proposal development.
Bachelor’s degree required; Master’s degree preferred (Concentration in English, Writing, Communications, etc.).
Highly detail‑oriented with excellent writing skills and the ability to understand technology and solution‑based concepts.
Strong interpersonal skills.
Strong understanding of Adobe PDF file manipulation and MS Office Suite (Word, Excel, and PowerPoint).
Strong ability to work with and format Word and PowerPoint templates.
U.S. citizenship required.
