Job Description The Organization Development Specialist II provides mid-level consulting, analytical, and execution support to advance organizational effectiveness and transformation initiatives across NASA’s enterprise. This role operates within a hybrid, multi-center environment and supports Headquarters and NASA Centers nationwide as required. The Specialist is responsible for conducting organizational assessments, supporting change management initiatives, facilitating stakeholder engagement, and delivering programs that enhance leadership effectiveness, workforce performance, and institutional alignment. Working under the direction of senior OD and program leadership, this role bridges strategy and execution by translating enterprise priorities into actionable interventions, tools, and programs that drive measurable organizational outcomes.
Responsibilities
Conduct organizational diagnostics, including assessments of workforce structure, processes, governance, and performance to identify gaps and improvement opportunities
Analyze qualitative and quantitative data, including surveys and assessment tools, to inform recommendations and support evidence-based decision-making
Design, develop, and implement organizational development programs, tools, and interventions aligned to strategic objectives
Support change management efforts by assisting in the development of change frameworks, stakeholder engagement strategies, and implementation plans
Facilitate workshops, working sessions, and stakeholder engagements across Headquarters and Centers to drive alignment and execution
Advise, coach, and collaborate with leadership and HR Business Partners to support organizational change and capability development
Develop and deliver training and learning programs that strengthen leadership competencies, team performance, and organizational effectiveness
Establish and track key performance metrics related to organizational development initiatives and transformation outcomes
Prepare reports, briefings, and deliverables that communicate findings, recommendations, and progress to stakeholders
Support program management activities, including task tracking, coordination, and alignment with evolving priorities in a multi-center, hybrid environment
Contribute to the development of analytical frameworks and methodologies supporting change management and organizational effectiveness efforts
Participate in special projects and enterprise initiatives as directed, ensuring timely and high-quality execution
Qualifications
2–5 years of directly related experience in organizational development, change management, human capital consulting, or a related discipline
Demonstrated knowledge of organizational development principles, assessment methodologies, and change management practices
Experience supporting organizational assessments, workforce analysis, and program development in complex or matrixed organizations
Ability to analyze data, synthesize findings, and develop actionable recommendations
Experience facilitating workshops, training sessions, and stakeholder engagements
Strong written and verbal communication skills, including the ability to develop reports and executive-level deliverables
Ability to work effectively in a hybrid environment, supporting both virtual and on-site engagements across multiple locations
Familiarity with leadership development, performance management, and employee engagement strategies
Strong organizational and project coordination skills, with the ability to manage multiple priorities and deadlines
Ability to collaborate across teams, functions, and levels of leadership in a distributed environment
Education
Bachelor’s degree in a related field such as Organizational Development, Human Resources, Business Administration, Psychology, or a closely related discipline is required
Master’s degree or graduate-level studies in Organizational Development, Industrial/Organizational Psychology, Human Capital Management, or a related field is preferred
Relevant certifications (e.g., change management, organizational development, or human capital disciplines) may be considered in lieu of advanced education where applicable
